“报国”书生何以贪腐至此？随着庭审的进行，其贪腐路径逐渐清晰。
高速“功臣”沦为千万巨贪
冯伟林主持工作期间，湖南高速一度从“后进”水平跃居全国前列，然而这样一位湖南高速“功臣”却利用职务之便，先后非法收受贿赂170多次，折合人民币4000余万元。
现年50岁的冯伟林系湖南湘潭人，自2001年开始担任湖南省高管局副局长，2004年在湖南省高管局原局长杨志达“落马”后，冯伟林开始主持湖南高管局工作，2008年担任湖南省高管局局长。
据了解，在冯伟林主政湖南高速的数年时间里，湖南高速公路大批项目上马，投资数以千亿计，湖南高速公路通车里程接连刷新，从过去的“后进”水平跃居全国前列。这一期间，冯伟林俨然作为湖南高速公路发展的“功臣”呈现在公众面前。
直至2011年8月，湖南省纪委发布消息称已对涉嫌严重违纪的冯伟林进行立案调查，冯伟林的“双面人生”才告终结。
2013年11月6日，在庭审现场受审的冯伟林已全然没有了昔日的意气风发，大多时候只是坐在被告席上安静地听着检方对其指控，不时回答控辩双方提出的问题。庭审当日，冯伟林的妹妹冯霞和妻子易杏玲也一同出庭受审，两人均涉嫌利用影响力受贿等罪名。
检察机关指控，冯伟林自2001年以来，利用其担任湖南省高管局副局长、湖南省高速公路建设开发总公司副总经理和湖南省高管局局长、湖南省高速公路建设开发总公司总经理的职务之便，通过打招呼非法干预高速公路土建、绿化、用电工程和服务区经营权等项目招投标，不经过集体研究直接插手办公楼工程发包、设备采购、资产收购、人事安排等重大事项，利用过节、旅游、生日、搬家等名义，单独或伙同亲属非法收受贿赂170多次，折合人民币4000余万元。
据了解，因受贿次数多、涉及人员广、涉案金额大，检方随案移送的案卷材料多达120册，同步录像光盘多达165张。
权力寻租三种路径
通过庭审时的检方指控，《经济参考报》记者发现，冯伟林受贿的途径主要是通过其家人以及核心圈下属“代理”。翻阅检方资料，冯手中权力寻租变现的途径主要有三条。
寻租路径一：通过打招呼对高速公路土建、绿化、用电工程等项目招投标施加影响，换取回报。
检方指控：2008年下半年，王某(另案处理)与冯伟林弟弟冯冠乔共谋请冯伟林帮忙到湖南高速公路承揽工程，冯冠乔负责向冯伟林转达请托，不参与施工，但分一半的利润。2008年至2009年，冯伟林多次接受王某请托和冯冠乔转达的请托，利用职务便利，向多条高速公路业主负责人打招呼，并将王某提供的串标单位名单交给他们，帮助请托人所协商的公司投中数个工程，使其获得9.83亿元工程合同。冯伟林伙同冯冠乔由此实际获得1500万的好处。
寻租路径二：直接插手办公楼工程发包、设备采购等重大事项，换取回报。
检方指控：2001年底，冯伟林接受彭某的请托，向高管局下属打招呼，确定彭某控制的公司为湖南省高管局经济适用房的空调主机供应商；2002年8月，冯伟林帮助彭某承接了高管局原办公楼的空调冷却塔改造业务；2008年9月，冯伟林接受彭某请托，帮助其承接部分公路临时供电工程……作为回报，彭某先后送给冯伟林和易杏玲折合数十万元。
寻租路径三：通过人事调动、任免，培植“亲信”，接受被提拔者的回报。
检方指控：湖南高管局下属的衡枣公司的周某(另案处理)多次向易杏玲提出请托，希望冯伟林能在其职级提拔方面予以关照。2005年至2009年，冯伟林先后授意局人事局向党委会提名，并在会上推荐周某担任长湘高速公路建设开发公司经理等职务。冯伟林、易杏玲由此获得周某折合人民币数十万元的回报。周某则利用职务便利帮助冯伟林满足其他请托人的工程围标行为。
在庭审现场，记者发现检方的指控中，这种“操作”比比皆是，冯伟林及其家人涉案金额中收取的绝大部分贿赂款属于上述三种情况。冯伟林等人170多次的受贿形式多样，但凡逢年过节、出游考察甚至是老屋翻修都是冯伟林等人收受贿赂的机会。
法庭上，冯伟林对起诉书指控的绝大部分内容予以承认，但表示冯冠乔等收受的大部分贿赂款，自己事先并不知情，自己也未明确向请托方索取钱财。而对于一些行贿人在逢年过节时送的礼物和钱财，冯伟林则辩称是“人情往来”，不应认定为受贿，请求法庭予以考虑。
一个批示产生一个千万富翁

“吏不畏我严，而畏我廉，民不畏我能，而畏我公。公则不敢慢，廉则不敢欺。公生明，廉生威。”在冯伟林的办公室曾挂着的这幅字如今充满了反讽的意味。
“与湖南交通系统其他被查官员相比，冯的口碑不错，有才气但为人谨慎，他出问题令人惋惜。”湖南省高速公路管理局一位内部人士说，冯是个孝子，也是家里的长子，平时对弟弟妹妹十分照顾，但没想到这种“照顾”最后令弟妹身陷囹圄。
“冯伟林的堕落是从他手握重权时开始的。”参与调查冯伟林的一位湖南省纪委干部告诉《经济参考报》记者，自冯伟林升任湖南省高管局一把手后，他的权力也因身份的变化而跃入了另一个层次，其心理状态亦发生了很大变化，从外地出差返程时，动辄有十多辆车去机场接机，而素以“低调”著称的冯此时已安之若怡。
据陆群透露，冯伟林的任期内正是湖南高速大发展时期，一年之内开工高速十多条。哪个标段给谁干，往往就是冯一个人说了算。
在高速公路招标、投资建设以及运营过程中，湖南高管局兼任业主、部门管理者、政策制定者等多重角色，难避免“部门权力利益化”的嫌疑。
