　　公务员职业道德准则首次出台

　　以后，如果再碰到极个别公务员刁难群众、推诿懈怠，您可以直接斥责他“毫无职业道德”。北京晨报记者昨日获悉，本市首个公务员职业道德准则已经出台，明确要求所有公务员恪尽职守、公正廉洁、自重自省、积极回应人民群众要求。该职业道德准则，今后将作为北京市公务员考核奖惩、选拔任用时的重要依据。

　　旨在打造廉洁公仆队伍

　　北京市人力社保局日前发布首个《关于加强北京市公务员职业道德建设的意见(试行)》，倡导全市行政机关公务员在职业道德上要做到“四要”，即“要忠于祖国、要服务人民、要恪尽职守、要公正廉洁”。《意见》的发布，旨在填补公务员管理工作中关于职业道德建设制度、政策的空白，致力打造一支信念坚定、为民服务、勤政务实、敢于担当、清正廉洁的“人民公仆”队伍。

　　《意见》共提出十五条职业道德规范和五项落实措施。在服务人民方面，《意见》要求北京所有公务员要“为人民服务，受人民监督，增强对人民的感情，积极回应人民群众要求，提供高效优质便捷服务”。在公正廉洁方面，《意见》要求公务员要管好权力、慎用权力，不以权谋私；要维护社会公平正义；要坚持原则，坚守防线，自觉抵制各种诱惑。

　　加大监督形成有力约束

　　北京晨报记者注意到，随着十八届三中全会深化改革决定的出台，北京公务员职业道德准则也有相应的内容配合，具体包括要求公务员“敢于担当、敢于碰硬、敢于创新”。在恪尽职守方面，《意见》还要求公务员队伍“严以律己、时刻自重自省自警自励”。

　　市人力社保局表示，本市各部门要尽快结合工作性质和特点，制定符合自身特点的具体职业道德规范标准。职业道德也将被纳入公务员选拔任用时的考察评价内容，作为考核奖惩、选拔任用的重要标准和依据，对于有违反职业道德规范要求的，可依法取消录用、任职资格。

　　今后，公务员职业道德规范将列入公务员初任培训、任职培训和在职培训的必修内容，“十二五”期间，会以领导干部、基层一线、窗口单位和行政执法类公务员为重点，对全市公务员和参照公务员法管理的人员轮训一遍。此外，对公务员职业道德建设情况，本市还将加大社会监督力度，通过公务员信息公开、任职公示等渠道，形成有力的公务员职业道德约束。
