与此同步，河北、湖南、江西等省份近期也纷纷更新政绩考核体系。江西新近出台的《2013年度市县科学发展综合考核评价实施意见》(下称《实施意见》)，正好契合了新的政绩观。
该《实施意见》整合了江西省各类考核评价体系，取消单项考核，按照“五位一体”总布局，全面考核评价党的建设、经济发展及成效、社会管理综合治理、精神文明建设和生态文明建设等内容，并分类予以考核。
“这一考核评价体系的调整已经成为了新的指挥棒，开始影响地方的发展格局、发展方式以及发展生态。”江西南昌市发展和改革委员会总经济师柳华告诉21世纪经济报道记者。
据21世纪经济报道记者了解，《实施意见》对江西11个设区市和100个县(市、区)采取差别化分类考核评价，设区市按2012年末总人口300万人以上和300万人以下分两类，县(市、区)按《江西省主体功能区规划》分35个重点开发区、33个农业主产区、32个重点生态区三类。
此前江西对市县的考核，是固定资产投资、工业发展、农业发展、服务业发展、生态环境建设、和谐社会建设、新型城镇化、财政收入上台阶八个单项。其中，对固定资产投资和财政收入有倾斜性的专门奖励措施，具有明显的“唯GDP”倾向。
而此次考核体系改革可谓是一些经济体量较小市、县的“福音”。
“减轻了一些负担，冲刺GDP的压力小了就有精力去想其他的民生项目。”江西宜春市奉新县发改委国民经济综合办公室负责人徐臻对21世纪经济报道记者说。
奉新县这几年的经济发展也很迅速，各项考核指标一直在全省中上水平，但一直难以进入前列。而若根据《实施意见》，徐臻信心十足，称奉新有望真正“名列前茅”。
柳华认为，考核系统的改革不仅给地方领导减轻了负担，对地方调整经济发展方向的导向也更加明确。江西新的考核体系将污染物排放、空气质量等纳入评价范畴，并对节能减排不合格的市县实行“一票否决”。
“我们不再盲目地去招商引资，而是立足实际寻找发展路径。”徐臻认为在错位发展、差异考核的指挥棒下，奉新县将根据地处山区，生态资源丰富的区位、资源优势，大力发展相关生态产业。
不过，江西财经大学经济学院院长陈富良指出，“制定评价体系一定要考虑到其可操作性，这也是之前为什么一直拿GDP来衡量，因为可量化。新的考核体系还是要不断地细化、完善。”
陈富良认为，新的政绩考核系统虽不以明确的GDP为衡量标准，但可能难以杜绝地方领导干部间暗自攀比的现象。
“不再以GDP论英雄”的一个重要前提是各级政府的利益基础要与GDP适度脱钩，要对地方政府的责任界限梳理和划分，明确财权与事权。
