与此前发布的征求意见稿不同，正式的学费标准取消了“热门专业可上浮10％的收费政策”，优势学科、特色专业和高职院校品牌专业的学费标准将由高校提出申请，省教育部门提出意见，报省物价、财政部门批准后执行。
新标准还规定，省属博士授予权高校、优质特色高校学费标准可在上述标准基础上上浮5％左右，“211”“985”工程建设高校上浮15％左右；国家级示范类、骨干类高职院校学费标准在现行标准基础上上浮不超过10％。实行学分制收费试点高校年度基本学费标准，可在同类高校同等专业年度学费标准基础上上浮不超过10％。
据介绍，新学费标准将自2014年9月1日起执行，有效期至2016年8月31日。学费标准提高的，实行“老生老办法，新生新办法”的规定；学费标准降低的，新生、老生均执行降低后的标准。
