徐绍史表示，明年发展改革系统将着力调整预算内投资结构，合理确定投向，管好用好政府投资。
徐绍史：明年主要投向棚户区改造，保障性住房，高标准农田建设和农村民生建设，中西部铁路等重大基础设施建设，重点节能减排和环境治理工程，核心技术开发应用等重大自主创新和转型升级工程，还有教育、医疗、社会养老、食品药品安全等社会事业和社会管理，最后还有少数民族，边疆地区发展等领域。要大幅度压缩用于一般竞争性企业项目的投资，适当减少可以利用社会资金的经营性基础社会建设的投资，坚持停止建设楼堂馆所。

徐绍史：要有序的来推动“煤改气”，我们现在在做两项工作，第一个是各地针对目前已经改气的缺口有多大，新增气源要堵住这些缺口。而11月之后的“煤改气”必须有供气合同。我们现在也在协调各方增加天然气供应，需求也必须是有序的增长。
