“我确实不知道有哪个人或者哪个机构曾经提出建议说延迟退休年龄先从公务员做起，我算是接触各类研究机构和研究者比较多的人了，我没有听到一例这样的建议。要从重体力劳动者开始做起，我想也是一种猜测”，他说，“我们非常欢迎社会各界、各类研究机构提出建议，但不主张假定一个设想，然后再去批判它，不主张这样的做法”。

新京报讯 (记者魏铭言)昨天，中国社科院世界社保研究中心发布《中国养老金发展报告2013》，报告显示，如果没有财政补助，2012年，我国19省份城镇职工基本养老保险基金当期“收(指征缴收入)不抵支”。
其中，辽宁、黑龙江的缺口均超200亿元。而收大于支的12个省份，广东最高，当期收支结余高达652.09亿；江苏、浙江和北京也都超过300亿。
《报告》还显示，截至2012年底，我国城镇职工基本养老保险基金累计结余已达到23941.31亿元，比2011年增长超两成；可备付月份进一步提高，达到18.46个月，但地区差异仍然十分显著。
广东省的累计结余最高，备付月份也最高，达到51.68个月。而上海、天津、海南的可支付月数都低于10个月。
《报告》显示，2012年城镇职工基本养老保险个人账户累计记账额(俗称“空账”)达到29543亿元，与2012年城镇职工基本养老保险基金累计余额23941亿元相比，超出5602亿元。而且，与2011年相比，“空账”的缺口又扩大了约240亿元。
《报告》显示，2012年，离退休人员人数的增速，快于参保职工人数，造成制度赡养率进一步提高。2012年，我国城镇职工基本养老保险的赡养率由2011年的31.65%上升至32.40%。
《报告》提出改革建议：首先，根据事业单位改革“政事分开”、“管办分离”的要求，建立全国社会保险事业管理总局，地方各级社会保险经办机构实行垂直管理；其次，社保经办服务经费预算与各级财政脱钩，全部纳入社会保险基金中列支，以彻底解决经费保障不足；同时，明确中央在基本社会保险制度，特别养老保险制度上的财权事权，两权统一。
