  新京报讯 (记者魏铭言)昨天,中国社科院世界社保研究中心发布《中国养老金发展报告2013》,报告显示,如果没有财政补助,2012年,我国19省份城镇职工基本养老保险基金当期“收(指征缴收入)不抵支”。


  其中,辽宁、黑龙江的缺口均超200亿元。而收大于支的12个省份,广东最高,当期收支结余高达652.09亿;江苏、浙江和北京也都超过300亿。


  《报告》还显示,截至2012年底,我国城镇职工基本养老保险基金累计结余已达到23941.31亿元,比2011年增长超两成;可备付月份进一步提高,达到18.46个月,但地区差异仍然十分显著。


  广东省的累计结余最高,备付月份也最高,达到51.68个月。而上海、天津、海南的可支付月数都低于10个月。


  《报告》显示,2012年城镇职工基本养老保险个人账户累计记账额(俗称“空账”)达到29543亿元,与2012年城镇职工基本养老保险基金累计余额23941亿元相比,超出5602亿元。而且,与2011年相比,“空账”的缺口又扩大了约240亿元。


  《报告》显示,2012年,离退休人员人数的增速,快于参保职工人数,造成制度赡养率进一步提高。2012年,我国城镇职工基本养老保险的赡养率由2011年的31.65%上升至32.40%。


  《报告》提出改革建议:首先,根据事业单位改革“政事分开”、“管办分离”的要求,建立全国社会保险事业管理总局,地方各级社会保险经办机构实行垂直管理;其次,社保经办服务经费预算与各级财政脱钩,全部纳入社会保险基金中列支,以彻底解决经费保障不足;同时,明确中央在基本社会保险制度,特别养老保险制度上的财权事权,两权统一。
