热心“炒房”贿金丰厚
开始，朱福林步入政坛时立志要当一名清官，因为他既受过高等教育又是一名教师，他也曾对腐败现象深恶痛绝。然而，不知从什么时候开始，朱福林的灵魂渐渐发生了变化。他事后交代：“看到别人利用职权捞好处，不少人好像安然无恙，便眼红了，逐渐有点把持不住自己，鬼使神差般地上了这条船。”但朱福林毕竟是知识分子出身，在收受贿赂时，他颇讲究“技术含量”与“科学手段”，为的是给自己能留条后路。他一般并不直接收受钱款，而是以购房或其他名义进行“包装”，甚至在某房产开发公司中持有干股。
2012年8月下旬，朱福林刚参加完一个会议就被浙江省纪委带走调查，其妻子和小舅子也同时被带走，原因是内部举报。“朱福林被调查疑与金华正方集团有牵扯，在朱福林之前，正方集团有关负责人已被立案调查，可能是当年正方集团在婺城区上林院项目拿地时，朱福林提供便利并受贿。”知情人士透露。
据资料显示，正方集团的前身是金华市交通局下属的路桥公司，2000年改制成股份制民营公司，主营路桥建筑、汽车电子和房地产三大产业，有员工600多人。
2004年左右，正方集团涉足房地产行业，当时金华婺城区将区政府办公楼搬到白龙桥附近，并以新区政府为依托，开展新城区的扩张建设。正方集团凭借本地优势，设立了正方置业公司，参与新城房地产的开发建设。2007年5月，经过了三年建设，正方置业的第一个楼盘“蓝湾国际花园”投放市场，被誉为婺城新区标杆楼盘。
朱福林在婺城区任区长时就与正方集团打得火热，2008年升任金华市副市长后，更是与正方集团的董事长徐某某像兄弟一般，这在金华市区早已不是秘密。2010年3月，正方置业跨过婺江，到金华婺城区北部再度购入181亩土地，打造金华顶级楼盘蓝湾上林院。“上林院”可谓金华近年来最大的豪宅项目，它位于金华城北尖峰山下，附近有浙江师范大学等院校，该项目利用自然坡地开发别墅，种植9000多株成年树木，打造园林式社区。
公开举报朱福林的是当地车头村的村民。早年，金华市婺城区以几十元每平方米的价格征用了车头村的土地，后分出一块给金华正方集团做豪宅开发，引起了村民的不满。从2010年起，车头村一些村民就向各级纪委反映过“上林院”项目地块的土地在出让过程中存在的问题。
为了阻止施工，车头村村民甚至成立了“指挥部”，占领着“上林院”的项目工地。为此，金华正方集团和政府多次与村民协商此事。2011年11月，正方集团以帮助车头村办妥一块52亩的土地证，作为车头村集体资产保留开发的条件，最终与车头村村民达成和解。车头村村民代表表示，在土地使用证办到车头村集体名下后，上林院项目才能开工建设。
检方在庭审中的指控也佐证，当年，正方集团在婺城区“上林院”项目拿地时，朱福林曾提供便利，几次为正方集团说话，并收受巨额贿赂。但朱福林认为直接收钱风险太大，于是在接受贿赂时，他玩起了知识分子式的受贿“技术含量”。在朱福林受贿的款项中，有相当大的比例是通过“炒房”来“包装”的。具体地说，就是向他曾经帮过忙的房产公司低价买房，然后高价卖出，以此获得高额利润。
朱福林为正方集团的发展立下了“汗马功劳”，当然，他也没有白白忙碌。2008年下半年，正方集团董事长徐某邀请朱福林一行赴欧洲考察，一天夜晚，徐某在意大利某宾馆送给朱福林3000欧元。

借助“炒卖”房产的名义向有求于己的房产商获取钱财，是朱福林最为欣赏的敛财的一种手法。当然，他不会将此只用于正方集团一家。
以“投资”为名以金银为报
朱福林捞钱的另一个手法是“投资”。而投资的对象，恰恰是有求于他的企业。投资所得到的回报，是出租权力所得。
2009年，朱福林为金华市某房地产开发公司在解决房地产项目拆迁遗留等事项上开了绿灯，使该公司的房产项目顺利开发。当年11月至次年8月，该公司实际控制人徐某为表示感谢，来到朱福林的办公室。徐某与朱福林商量了一个办法：让朱福林到他们公司“投资”，并保证给予“高额回报”。这也正是朱福林所希望的。他毫不掩饰地说：“这既能遮住别人的眼睛，又能得到实恵。”经过一番“投资”，徐某先后送给朱福林200万元的“投资收益”。
2008年，朱福林为浙江××置业集团有限公司在办理土地证等事项上给予了大力支持。2011年底至2012年7月，该公司法定代表人黄某为表示感谢并希望以后继续得到朱福林的帮助，以让朱福林“投资”该公司开发的某公寓楼的名义，先后送给朱福林101万元。朱福林心安理得收下了。

无独有偶，某企业老板李某在让朱福林帮助自己揽下金华二百土石方项目的同时，也曾让朱福林为自己的女儿安排工作，李某为此付出了40万元人民币。精通人情往来和行贿之道的李某，还钻研出了一个“散步行贿法”。

两个月后的8月，李某再次打电话给朱福林约他在楼下散步。朱福林听后立即答应了。和上次一样，两人散步结束后，李某依法炮制，又从其车内取出一只装有20万元现金的袋子塞给朱福林，这次朱福林假装推辞了几下后，照例笑纳。
除了给人安排工作从中获利外，朱福林似乎对金条情有独钟。而让他喜欢上金条的，则是他的一位老部下，位于金华开发区的某乡党委书记郭某。
2011年，郭某为其乡所管辖的第三期海塘地块土地拆迁安置、出让金优惠等方面的工作请求朱福林帮助，同时，把自己儿子工作调动的事，也一并委托给朱福林办理。
为了表示感谢和继续求得帮助，2011年10月到12月，郭某在杭州某会所里送给朱福林重666克“金华金”金条两根(价值共计47万余元)。对此，朱福林欣然笑纳。其实，早在郭某之前，已经有人了解到朱福林的爱好，给他送过金条。
浙江省纪委于2012年10月2日已将朱福林案移交检察机关，朱福林也在同日被免去金华市副市长职务。2012年10月因涉嫌受贿犯罪，经浙江省检察院立案侦查，同年11月被依法逮捕。2013年2月，浙江省检察院侦查终结后交由丽水市检察院审查起诉。尽管朱福林捞钱有术，但终究难逃法律的严惩。
