  记者:近年来,贵州加快发展转型,经济保持了较快的增长速度,请问是怎样做到又好又快发展的?


  赵克志:党的十八大明确提出全面建成小康社会的奋斗目标。对贵州来说,任务尤为艰巨。贫困落后是主要矛盾,加快发展是根本任务。如果不加速发展,就会在同步小康中“掉队”,给全国全面小康“拖后腿”。我们必须坚持发展是解决贵州所有问题的关键这个战略判断,在一个较长时期内保持一个合理的发展速度,努力实现与全国同步全面建成小康社会的目标。


  但加速发展绝不是盲目发展,而是要实现尊重经济规律、有质量、有效益、可持续的发展。在工作中,就是要守住“两条底线”:一条是发展底线,保持两位数的发展速度;一条是生态底线,不能增加落后产能、破坏生态环境。我们将把握好三点:一是牢牢把握发展第一要务。坚持主题主线和稳中求进的工作总基调,以提高经济质量和效益为中心,心无旁骛地抓好经济发展,全力创造一个持续发展的新时期。二是大力建设生态文明。围绕建设生态文明先行区,建立严格的生态保护红线制度,实行市县实时监测全覆盖,保证全省环境质量总体稳定。三是走新型工业化道路。以科技创新、自主创新引领工业化、信息化融合发展、转型发展。我们提出跳出能矿产业抓工业,推进传统产业生态化、特色产业规模化、新兴产业高端化,推动循环发展、清洁发展、绿色发展。


  记者:近年来,贵州干部群众的干事劲头不仅体现在发展中,也体现在群众工作和信访维稳工作中。当前,贵州处在经济加速期和矛盾凸显期,请问贵州如何实现信访维稳工作持续向好?


  赵克志:围绕严防重大群体性事件、严防重特大安全事故、严防重大腐败案件“三个严防”,确保群体性事件、两抢一盗刑事案件、信访案件稳步下降和社会治安群众满意度稳定提升“三下降一提升”,我们重点抓好以下工作:


  一是做好群众工作。今年我们探索成立了省委群众工作委员会和群众工作中心,负责统筹、协调和推进全省群众工作,明年将在市县全面建立,把党的群众工作的触及面延伸到社会各个层面,实现全覆盖。


  二是创新社会管理。坚持源头治理、标本兼治、重在治本,改进社会治理方式,总结推广社会稳定风险评估“铜仁经验”、基层矛盾化解“余庆经验”、社区戒毒社区康复“阳光工程”,建立“网格化管理、组团式服务、片组户联系”制度,从源头预防和减少社会矛盾。


  三是进行集中整治。近年来,我们实行省委常委包案督访,持续开展“接访、走访、回访”活动和信访维稳“百日攻坚战”,效果显著。目前,我们有3万驻村干部。他们自带行李、自带炊具,吃住在村、工作在村,长期在6000个同步小康村帮助工作、化解矛盾、推动发展。教育实践活动期间,驻村干部共协调解决困难13万多个,化解矛盾纠纷6万多个。


  记者:在教育实践活动中,贵州省委提出要重点整治“庸、懒、散、慢、贪”问题,实现干部作风的根本转变。请问贵州省委用了哪些硬招、实招?


  赵克志:我们以“五去五求”为重点,在省直机关开展为期半年的作风教育整顿,教育引导干部“去庸求进、去懒求勤、去慢求快、去浮求实、去贪求廉”。


  一方面集中开展作风教育整顿。以厅级领导干部和处长为重点开展专项整顿,开展自查自纠、效能提升等9个专项行动,开展省直机关执行能力、办事效率等情况测评,努力给全省上下以新风扑面、焕然一新之感。


  另一方面打好“四风”突出问题专项整治攻坚战。针对文山会海、检查评比泛滥,公款寄送贺年卡、送礼和吃喝,超标准配备公车、多占办公用房、滥建楼堂馆所,“形象工程”和“政绩工程”,在编不在岗、“吃空饷”等问题进行了专项整治。通过整治,省市县三级会议次数同比减少35.4%,文件同比减少29.4%;通报处理20名党员干部违规收受赠送购物卡问题;停建楼堂馆所项目49个340万平方米、涉及资金8.4亿元;省市县三级同比压缩“三公”经费支出21.9%;清理在编不在岗、“吃空饷”972人。


  同时建立健全长效机制。着力在直接联系和服务群众、规范领导干部待遇和制止浪费、提升行政效能、干部选拔任用和考核评价以及严格党内生活和加强监督管理等工作上建章立制,并确保制度建设体现群众意愿,符合发展改革要求。


  记者:为营造更好的发展环境,贵州深入推进机关“效能革命”,请问是如何苦练“内功”提效能的?


  赵克志:我们强化机关干部的宗旨意识、责任意识和服务意识,旗帜鲜明地支持干事者、保护改革者、宽容失误失败者,进一步点燃干事创业的激情。深入推进机关“效能革命”,加大简政放权力度,全面革新工作流程,转变服务作风。深入推进制度建设,加快建立单位内部个人绩效考评制度,严格落实干部交流轮岗、引咎辞职等规定,畅通干部上下进出的渠道。积极营造真抓实干的氛围,让想干事的人有机会、会干事的人有舞台、干成事的人有地位。
