“单独两孩”政策何时实施？姚义贤透露，实施“单独两孩”政策，涉及到修改现行法规，须经省人大常委会对条例修订后才能实施。目前省人口计生委已提请省政府将《四川省人口与计划生育条例(修订)》纳入2014年立法计划，“按照目前的工作进程，最早明年上半年就会实施。”
“单独两孩”政策对象怎么界定？姚义贤表示，由于卫计委尚未出台相关解释，待条例修订后，省人口计生委将及时向社会公布。
“普遍两孩”：目前不开放
姚义贤表示，启动“单独两孩”政策，是为以后调整完善生育政策积累经验、打基础。我省是人口大省，“人口多、底子薄、不平衡、欠发达”的基本省情没有根本改变，人口因素对经济、资源的制约力依然存在，“四川是全国生育政策执行最严的六个省区之一，生育反弹压力巨大。如果现阶段就实施‘普遍两孩’政策，短期内将引起全省出生人口大幅波动，出现较严重的出生堆积，给各项基本公共服务带来很大的压力。”因此，四川目前不开放“普遍两孩”。

我省独生子女家庭1107万户
“‘单独两孩’政策的出台，源于人口形势的重大变化。”姚义贤分析，“以四川为例，劳动人口比例由2010年的72.08%降至2012年的72%；人口老龄化速度加快，由2010年的10.95%攀升至2012年的11.80%。”
姚义贤还认为，家庭规模缩小也是开放“单独两孩”的重要原因，“从第六次人口普查的数据来看，我省户均2.95人，比2000年第五次人口普查的3.32人减少0.37人。独生子女家庭1107万户，而我国有家庭养老的传统，小规模家庭应对社会风险能力不足。”
免费孕前检查 明年覆盖全省
目前，我省农村符合生育政策并计划怀孕的夫妇，是免费孕前优生健康检查的目标人群。省人口计生委逐步把城市人口纳入，实现免费孕检城乡均等、实现2014年全省全域覆盖。
