在整改“四风”中的享乐主义方面，整改方案明确提出要改革公务用车制度，改革公务用车实物配给方式，取消一般公务用车。省纪委相关负责人称，公务用车分为一般公务用车和执法执勤用车，像公检法司的执法车辆，均属于执法执勤用车。
“这不是改革，而是直接取消。”他表示，今后的一般公务用车有可能只会保留一些机要通信车和应急通信车，在未来两三年内全省公车将“改成社会化、市场化，改成货币化补贴”。
整改方案要求，从严配备实行定向化保障的公务用车，不得以特殊用途等理由变相超编制、超标准配备公务用车，对超编制、超标准配备的及时按规定进行处置。坚决查处违规换车和借用车、摊派款项购车、豪华装饰公务用车以及公车私用、滥用军车警车牌照等行为。
严格按规定使用公务用车，严禁以任何理由挪用或者固定给个人使用执法执勤、机要通信等公务用车，领导干部亲属和身边工作人员不得因私使用配备给领导干部的公务用车。公务用车实行政府集中采购，应当选用国产汽车，优先选用新能源汽车。
针对省级领导公务用车，方案提出，对常委及省级领导公务用车的装饰标准、日常管理、调度调配、费用开支、司机管理等方面进行规范。
公务用车的整改工作要在今年12月底之前完成。下一步，还将出台《湖南省党政机关公务用车配备使用管理办法》补充规定。

整改方案对省委常委会自身建设也做出了要求。方案提出，常委到基层调研每年不少于30天，每年至少进行1次蹲点调研、撰写1篇调研报告。常委至少联系一个县，每年深入联系点不少于2次，每月用1天时间接待群众来访、研究解决信访问题。
与此同时，坚持和完善谈心交心制度，每年省委书记与常委会成员、常委会成员相互之间谈心交流不少于2次。坚持党性原则基础上的团结，增进内部沟通，强化内部监督，防止在权力行使、利益分配、沟通协调上产生分歧，自觉维护班子集体形象和权威。
