  为何地铁新线增加不少,客流却依然很大?







  根本原因是中心区集中







  北京市统计局统计,2012年北京市常住人口突破2100万人。在人口不断上升的情况下,公共交通特别是地铁运输压力如何缓解仍是一道难题。尽管北京近年来新线路建设力度不减,列车运行间隔不断缩短,但高峰期客流压力依然较大。目前,在北京有7条地铁线路的实际运营间隔小于3分钟,其中1号线全天开行列数超过700列。







  交通专家段里仁表示,北京市中心城区功能过于集中,不论是金融、商业,包括政府单位多集中于这一区域,而居住区则多集中于城市外围,这就形成了这种潮汐式的巨大交通流量。北京地铁虽然建设速度很快,但新建线路与原有线路之间的客流不是互相承担的关系,而是建一条就把更多的人吸引到地铁上来。所以,根本性解决问题还要从城市规划方面考量。

  北京交通大学一位经济管理学专家认为,利用票价调整会对消减北京地铁高峰客流起到一定作用。调节地铁客流的手段比较多,从经济角度看,价格是最直接效果也是最明显的,但地铁票价调整要根据综合性的一些实践数据核算。该专家介绍,在国外一些城市,地铁票价也不是一成不变的,而是科学地建出数学模型,根据本地经济发展,适时调整。







  而铁科院(北京)工程咨询公司副总经理孙宁指出,实施高峰时段调价可以让一些没有很紧急事情的人选择非高峰时段出行,但该措施也可能会导致高峰期拉长。







  北京工业大学交通研究中心陈艳艳教授分析称,地铁调价目的不是增加出行成本,最有可能只在高峰时间实施票价调整,调价的重要作用是分流同一时段的集中客流。







  陈艳艳认为,调整地铁票价的同时,交通部门应该同步建设地面交通系统,目前政府也在做,比如增加公交专用道、线路调整、定制公交、增加公交运力等。地铁提价以后改变的是出行方式和结构配比。
