　　本报讯(记者李莉)教育部今天发布学前教育改革路线图，将建立幼儿园基本信息公示制度，让幼儿园接受社会监督。

　　教育部副部长刘利民表示，从根本上解决“入园难”、“入园贵”问题，需要分步推进。一是用3年左右时间，首先缓解“入园难”；二是再用3年左右时间，解决“有园上”，同时实现“上得起”；三是用3到4年的时间，实现科学保教制度化，到2020年在全国基本普及“有质量”的学前教育。

　　据悉，教育部将研究建立科学有效的监管机制，逐步对各类幼儿园教师资质、工资待遇、保教质量及收费等方面进行动态监管。同时，建立幼儿园基本信息公示制度，通过多种途径和方式向社会公开幼儿园办园行为和保教质量等方面的基本信息，接受社会监督。要加大对各类幼儿园保教质量的督导检查力度，纠正“小学化”的教育内容和方式，整治“小学化”的教育环境，防止和纠正幼儿园教育“小学化”。

　　教育部同时将加大对普惠性民办园的扶持力度，通过政府补贴、购买服务、减免租金、派驻公办教师、培训教师等组合方式，支持机构提供面向大众、收费较低的普惠性服务，并通过成本核算、限价收费、质量监管、财务审计等组合手段，确保公益普惠目标的实现，使老百姓可以在普惠性民办园缴纳较低的费用、得到有质量的学前教育服务。
