环保部要求各地要建立空气重污染监测预警信息报送制度。一旦出现空气重污染状况，要及时向地方政府报送信息，为是否启动应急预案提供决策参考。目前，北京市已经照此要求执行。
北京市环保监测中心高级工程师孙峰：北京和周边地区的京津冀空气质量情况我们都要进行实时监测，因为有时候涉及到污染传输的问题，预报团队讨论后给出最终的一个预报结果，报送给环保部门，最终来以此决定是否要启动重污染应急预案。
