今年以来，各地公安机关工作中发现，一些不法分子通过互联网倒卖假药的情况十分突出，互联网已逐渐成为非法经营药品、制售假药犯罪的重要手段和渠道。对此，公安部高度重视，于今年6月组成工作专班，加强专题分析研究，部署各地全力梳理线索，共集中排查出400余条涉嫌利用互联网非法经营药品、制售假药犯罪线索。在此基础上，公安部决定组织开展专项打击行动，代号“云端行动”。7月30日，公安部召集29个涉案省区市公安机关当面交办，要求各地集中力量开展专项打击，坚决铲除制售假药犯罪网络，切实维护人民群众生命健康安全。各地按照公安部统一部署，以交办线索为切入点，上追生产源头，下查销售渠道，深挖犯罪产业链条。公安部加强统一指挥协调，派出多个工作组赴重点省份指导督办，并于8月20日、9月18日、10月30日组织各涉案地公安机关连续开展了三次集中收网行动，取得重大战果。河南省公安机关在公安部统一指挥下，成功摧毁一个非法架设电台、利用广播和互联网虚假宣传，并假扮医疗专家“坐诊”电台、与患者热线电话“问诊”、大肆销售假药的犯罪团伙，抓获犯罪嫌疑人40余名，缴获各类假药2100余万粒(片、支)，涉案价值3亿余元。
据公安机关介绍，从目前侦破的案件情况看，涉网假药犯罪主要呈现以下特点：不法分子有的在新闻门户网站、搜索引擎，以及各种医药、化工、招商、保健咨询等专业网站上投放非法药品广告，招徕业务，引诱患者上当受骗；有的开设网站、网店，复制、拷贝专业医药信息，伪装成正规的医疗机构，或以“代购”、“厂家直销”等面目出现，蒙蔽欺骗群众；有的利用网络通讯工具暗中串联，相互提供、倒卖假药，形成地下产业网络。无论不法分子的手法如何翻新，其欺诈群众、坑害患者的实质是不变的。网上销售的假药多由淀粉和过期、变质原料制成，且大量添加禁用、镇静、致幻或有毒有害成分，直接威胁群众的生命健康。
公安部有关负责人表示，经过公安机关近两年的持续打击，假药犯罪猖獗的态势得到有效遏制，但假药犯罪远未根除，犯罪手法也不断出现新的特点，隐蔽性、欺骗性更强。公安机关将始终保持对此类犯罪严打高压态势，积极会同食药监等部门强化源头治理，全力追查假药流向，坚决维护群众切身利益。公安机关也提醒广大群众，如需在网上购药，务必选择具有网上药品交易资质的网站，并及时到相关政府网站进行查询验证，切莫相信网上“一针治愈”、“一片见效”等虚假宣传。
