再次，“穿百姓之衣，吃百姓之饭”，响亮地回答了“官”从哪里来的问题。官从何处来？官自百姓中来！老百姓才是我们的衣食父母。只有弄清了这个问题，才能真正做到以民为本，以民为贵，做到情为民所系，权为民所用，利为民所谋。这就需要各级领导干部在为官做事中要不断增强百姓情怀，奉人民为衣食父母。尤其是想问题作决策时，要先问问群众需要什么，群众反感什么，以对群众高度负责的精神，察民情、听民意、重民生，把能否造福人民群众作为衡量工作的惟一标尺。
“莫以百姓可欺，自己也是百姓”，是全联的落脚点，也是为官者应有的境界和归宿。“官”来自百姓，“官”必须为了百姓，说到底“官”本身也是百姓。如果认识不到这一点，就会有脱离群众的危险。为此，领导干部要始终不忘“自己也是百姓”，永远保持平民心态，不改平民本色，真正摆正自己的位置，平凡而不奢求，感恩而不忘本，说话不打“官腔”，做事不摆“官谱”，为人不拿“官架”。只有这样，才能善待百姓，和群众坐在一张板凳上，才能“以百姓之心为心”，与人民群众心连心，培养起群众感情，永葆百姓本色。
