  【专业技术型人才紧缺】


  2011年5月6日,中国第10个综合配套改革试验区——义乌市国际贸易综合改革试点全面启动。义乌市组织部副部长蔡祝贤形容,“义乌迎来了难得的发展机遇和空间”。


  但随着改革试点的深度推进,义乌经济社会的转型发展,人才需求量急剧增大,“在目前公务员队伍中,电子商务、港务管理、物流规划等领域的专业性人才非常紧缺。”


  义乌市委组织部相关负责人说,在当前公务员“凡进必考”的制度门槛下,公务员队伍如何“纳新”,需要在实践中不断探索。


  对此,早在2013年2月,浙江省级有关部门进行调研,决定在义乌试点聘任制公务员招聘。


  蔡祝贤表示,本次招聘的聘任制公务员是国际贸易综合改革试点工作中比较紧缺的专业技术型人才,面向全国招聘。


  【工资标准为年薪30万】


  求贤若渴的义乌市诚意十足,为聘任制公务员给出了丰厚的待遇。义乌市人力资源和社会保障局党委委员黄兰英介绍,目前,聘任制公务员协议工资指导基础标准为30万/年,在此基础上还能再协商确定。


  “对业绩特别突出或作出特殊贡献的聘任制公务员,还可给予协议工资10%的特殊奖励。”


  同时,聘任制公务员还享受企业职工最高缴费标准,缴纳基本养老保险、医疗保险、工伤保险、生育保险、失业保险5大险种;另外,还享受商业补充养老保险。


  此外,黄兰英表示,聘任制公务员若入选“义乌英才”计划的,还能享受相关的一系列人才优惠政策。据了解,为招徕社会事业发展紧缺人才而出台的“义乌英才”计划,对此次受聘人员提供了优惠,5年内可给予最高400万元的奖励资助,其中年薪最高可达60万元。


  据了解,与一般的公务员相比,聘任制公务员在职期间虽享有行政编制和一系列优越的福利待遇,但不再是“铁饭碗”。他们将和聘任机关签订固定期限聘任合同,明确双方的权利和义务。聘期一般为5年,首次签订聘任合同试用期6个月,包含在聘期内。


  【专业技术水平要求高】

  据了解,此次招聘的职位有6个,分别为:义乌市公安局交通信号灯管理高级主管、智能交通调度高级主管、义乌市电子商务办电子商务分析师、义乌市规划局规划编制高级主管、义乌市交通运输局港务管理高级主管、义乌市物流办信息规划高级主管。


  6个职位中5个是高级主管,工作经历与资格条件也颇为“高调”。以义乌市物流办信息规划高级主管岗位为例,学历要求计算机、通信、信息管理等相关专业的硕士研究生,并具有全国计算机技术与软件专业技术资格(水平)考试的高级证书。同时,还要有10年以上信息化项目工作经验,且具有3年以上大型电子政务或物流信息化系统工作经验,还要有主持或参与编制两份以上信息化项目的项目建议书或可行性研究报告等咨询报告等相关条件要求。另外,在考试测评中,专业素质的评估分值占60%以上。


  “无论从招聘人员数量还是职位质量上看,力度都比较大,侧面反映出义乌市对人才的迫切需求和高度重视。”蔡祝贤如是说。
