其中，指数最高的为文化资源支撑力(106.10)，最低的为文化价值引领力(102.66)。同时，六大领域评价指数之间的标准差为1.34，相差无几，可见，发展较为均衡。
“文化资源支撑力，主要考察文化的硬件，比如政府财政投入、文化机构的数量、文化设施的面积、非物质文化遗产等地方文化资源，多是物化的载体。”薛飞解读道：“这方面进展较大，与2011年省里提出建设‘文化强省’后的持续投入，有很大的关系。许多新的博物馆、美术馆、图书馆等公共文化设施的建成，筹建中的浙江音乐学院，都是对这一项强有力的加成。”
而“文化价值引领力”为什么得分会相对较低呢？
“这方面，评价的是社会主流价值观的建设，社会文明与道德的完善。譬如，无偿献血率越高，文明村、文明社区的创建率越高，或者人口犯罪率越低，这个指标就越高。”
“在文化价值引领力的指数中，民间评价的权重达到20%，可谓举足轻重。”薛飞说，在当下社会道德水准整体下滑成为共识的大环境下，难免影响人们对文化价值引领力的认同。
另一个引人注目的项目，是各地市之间文化发展水平的比较。
记者看到，以最大值和最小值差额等距分层法，11个设区市的文化发展水平被划分为三个层次——领先的第一层次是杭州和舟山，第二层次包括湖州、嘉兴、丽水、宁波、绍兴、金华、衢州，而第三层次是台州和温州。
相信这个排名会让很多人感到吃惊。文化发展水平，似乎与富裕程度没有什么关系，尤其是经济发达的温州和台州排名倒数，着实出人意料。
“这其实不难理解，很多文化资源，譬如非物质文化遗产，不是你有钱就能有。经济落后的丽水有很多非遗项目，而富裕的台州却很少。”
对于温州为何垫底，薛飞给出的一个关键因素——温州有大量的流入人口，“外来人口不断进来，常住温州的人多了，分母大了，即使文化投入的总量不小，人均也就被拉下来了。”
而且，在民调中，受访的温州人对社会文化现状的满意率，比嘉兴、湖州等地要低不少。
对此，薛飞解释说，“杭嘉湖地区民风淳朴，随遇而安，可能是主观上的感受，影响了整个地区的指数。”
