探索资本项目可兑换

牛敬透露，目前横琴已建成金融产业服务基地，共引进各类金融企业 290家。珠海首批3家获得国家外汇管理局个人本外币兑换特许业务资格的澳门货币兑换公司，已在横琴注册、运营。内地首张中国银联标准的多币卡亦在横琴发出，持卡的内地居民能在港澳地区及境外直接使用港币、澳门币、美元等外币帐户结算，无需货币转换，无汇兑风险，无货币转换费。
59家港企投资逾170亿
“突出的政策优势，正吸引越来越多港澳企业登陆。”牛敬透露，横琴新区开发3年多来，实际利用外资年增逾3.5倍。其中，相比一河之隔的澳门，香港对横琴的投资热情更大。迄今进驻横琴的港澳企业共98家，投资总额近196亿元；其中港企59家，投资总额逾170亿元，占比近87%。
值得关注的是，今年港企登陆横琴趋势进一步凸显，形成抢滩热潮。据横琴管委会数据，今年1月到11月引进的50个外资项目中，港企高达30家，数量为之 前横琴新区开发三年港企进驻数量的总和，主要集中在商务服务、金融服务、休闲旅游和文化创意等领域。期间，亦吸引香港丽新星艺文创天地、香港灏怡横琴口岸 项目等一批重点项目集中进驻。
对于博彩业能否在横琴“落地”，牛敬强调，“国务院在09年横琴发展规划有提到，横琴不搞博彩业。”他坦言，横琴管委会因地制宜对港澳企业提出的需求进行承载能力对接，如澳门特区政府10月前已收到89份企业投资横琴的申请。为此澳门成立了项目评估小组，待项目进行综合评估后，再与管委会进行协商。
