近日，中共中央、国务院印发《党政机关厉行节约反对浪费条例》(以下简称《条例》)，从机关经费管理、因公差旅、公务用车等多个方面，对防止党政机关的公款浪费行为作了系统的制度规定，其中诸多规定让人眼前一亮。中国青年报社会调查中心对90170名网友进行的调查显示，93.7%受访者对《条例》表示力挺。91.0%的受访者表示，中央对公款浪费的治理也让其对自身的浪费行为有所关注。
“取消一般性公务用车”的规定让公众印象最深刻
此次《条例》中的哪些具体规定让公众印象深刻？调查中，“取消一般性公务用车”排在第一位(35.5%)，其次是“除涉密外，公款消费应公开”(25.6%)，排在第三位的是“违反规定对主要领导问责”(16.5%)。
“我们单位乃至市党政机关的公款浪费行为的确有所改善。”陕西省延安市某机关公务员薛俊(化名)告诉记者，去年他刚进单位时，经常和领导、同事一起出去公款吃喝，有时光一箱酒就1000多元，今年这种情况明显减少。“除此之外，单位的公款支出审批变得更严格，需要4个领导签字才可以；在公车治理方面，前段时间市里拍卖了30多辆超标奥迪公车。”
某中央国家机关公务员蔡伟(化名)表示，虽然在“八项规定”后，浪费已经很难发现了，但浪费可能更隐蔽了。对某些政府工作人员来说，浪费已经成为一种习惯，所以治理浪费是一个长期“战役”，关键要看长期的效果。
中国政法大学法治政府研究院副院长王敬波教授指出，本次《条例》有3大特点值得关注：首先，具有较强的可操作性，条款规定得十分具体。比如规定用公务卡进行强制结算，避免了现金流，保证资金使用规范、可控；其次，对禁止性的规定比较细致。第三章中有很多“不得”的规定，都是针对当下一些突出问题而设的；最后，特别注重长效机制的建立。《条例》在公务接待、公务用车等方面都提出了建立社会化、市场化的长效机制。
“《条例》是我国厉行节约反对浪费事业中的一个里程碑。它标志着中央探索以刚性的制度约束、严格的制度执行、强有力的监督检查、严厉的惩戒机制，来遏制公务支出和公款消费中的各种违纪违规违法现象。” 节约网创办人、吉林省社会科学院研究员李晓群说。
98%受访者坦言身边的党政机关公款浪费现象依然严重
虽然公众对于《条例》的积极意义给予充分认可，但仍有多达98.0%的受访者坦言，身边的党政机关公款浪费现象依然严重。93.0%的受访者直言，在当下，与普通人生活中的浪费相比，公款浪费明显更为严重。
对于党政机关哪种公款浪费行为最严重，受访者首选“公务接待”(33.8%)，接下来是“公务用车”(20.7%)与“因公差旅”(16.7%)。其他依次是：办公用房(8.5%)，会议活动(7.5%)，庆典活动(6.3%)，水、电、纸等日常办公消耗(4.2%)等。
王敬波感觉，当前公车浪费尤其严重。公车改革提了很多年，一直推行不下去，一个重要的问题是，现存的车辆该如何清理。很多官员已经在享受公车，一旦处理这些公车，就会触动他们的利益，使改革遭到很强抵制。另一个问题是，应该如何发放公务交通补贴。《条例》规定要“适度发放”，但怎样“适度”还没有明确标准。所以，建立新型公务用车制度恐怕不是短时间内可以实现的。
广州某企业员工许为谨最担心预算上的浪费。由于对预算的管理制度还不严密，许多单位的预算中都夹杂了接待、考察等不必要的项目。通过严格的法律程序来控制、监督预算，剔除不必要的项目，才能触及治理公款浪费的深层次问题。
“在治理公款浪费方面，社会关注还停留在公务接待、公务用车、公费出国这‘三公’方面。” 湖北省统计局副局长叶青表示，当下应该把注意力从“三公”扩展到“六公”，即加上楼堂馆所、公务礼品与办公用品。这样才能实现在治理公款浪费方面360度无死角。
受访者认为遏制公款浪费最有效的监督方式是公众监督
哪种监督形式对遏制公款浪费最有效？调查中，获选率最高的是“公众监督”(49.7%)，其次是“媒体监督”(18.8%)，排在第三位的是“纪委监督”(11.1%)。
叶青指出，公款浪费难根治，主要还是由于扭曲的“为官之道”作祟，一些官员甚至不加掩饰地表示，当官就是为了捞好处，住好房、开好车、好吃好喝理所应当。“彻底刹住包括奢侈浪费在内的行政坏风气，必须下功夫改变现在有些扭曲的‘为官之道’。”
李晓群认为，公款浪费之所以屡禁不止，一方面是因为缺乏反浪费的系统制度，另一方面是因为对现有制度执行不彻底。他表示，彻底治理公款浪费，既要采取进行节约思想观念教育、行政处罚、经济制裁等手段，更要运用法律手段，建立完善惩治公款浪费的法律法规体系，特别是需要在《刑法》中加入浪费罪。
