中国公共外交协会会长、原外交部部长李肇星昨天主持“2013中国与世界”研讨会，邀请前驻外大使、外交专家等就新一届政府外交理念、新型大国关系、周边外交、公共外交等议题进行研讨。
开幕式上，外交部部长王毅发表主旨演讲，盘点一年来的中国外交，认为在新的国际国内形势下，中国外交以更为宽广的视野、更富进取的姿态在全球范围内展开，主动谋划，积极进取，勇于担当，开拓创新，度过不平凡的一年。
王毅介绍，全国“两会”后短短8个多月以来，中国国家主席习近平、国务院总理李克强出访亚非欧美四大洲22个国家，接待64位外国元首和政府首脑来华，同300多位外国政要会见交流，中国与各国达成近800项合作协议，有力推动同世界各国关系的发展。
基本实现周边交往全覆盖
王毅总结，今年中国外交有六大突出成果，前两个是中俄、中美关系。他指出，当前中俄关系堪称中国对外关系中层次最高、内容最丰富的一对战略伙伴关系，中美则进入共同构建新型大国关系的新时期，中国有信心打破新兴大国与既有大国之间对抗冲突的宿命。
“中国新一届政府把周边外交放在外交全局中更加突出的重要位置上”，王毅介绍，周边外交开创新局面是成果之一，中国同周边21个国家开展国家元首和政府首脑级别交往，基本实现高层交往全覆盖。
王毅还提到，中国负责任大国的作用得到新体现，在维护国家利益方面的努力取得新成果，有力遏制个别国家侵犯中国领土主权和海洋权益的非法行径，同时主张在充分尊重历史事实和国际法的基础上，通过对话和谈判寻找妥善解决办法。
办好主场外交诠释中国梦
“2013年中国外交开局亮点纷呈，2014年将是全面开拓之年，精彩可期”，一句承上启下的话之后，王毅介绍起明年中国外交的五大努力方向，第一个就是构建良性互动、健康发展的大国关系框架，充实中美新型大国关系的内涵，确保中俄关系始终在高水平上运行。
“进一步加强经济外交、为国内全面深化改革服好务”是明年中国外交的一个重点。王毅介绍，明年争取丝绸之路经济带、21世纪海上丝绸之路建设“早期收获”，早日完成中韩、中澳自贸区谈判，推动中国与东盟自贸区升级版及区域全面经济伙伴关系谈判取得实质进展，积极参与国际经济治理体系改革，提高中国的规则制定权和话语权。
王毅表示，将以明年在中国举办的亚信峰会和APEC峰会为平台，做好加强安全合作与促进经济发展两篇大文章，生动诠释惠及世界的中国梦，进一步办好主场外交。

杨希雨：中朝应推进建立正常关系
昨天的论坛上，中国国际问题研究所研究员杨希雨认为，在对朝和其他周边关系上，国内应该达成一致。“很早就提出中朝应该向建立正常国家关系推进，但是就做不下去”，杨希雨提到，国人甚至内部官员之间对周边热点敏感问题的看法不一致，导致外交执行力不够，已经影响外交工作的效率和能力。杨希雨强调，当前中国内部处在一个最关键的历史时期，在外交关系的一些热点问题上，应该统一思想和认识。
赵启正：已开始与世界分享中国梦
第十一届全国政协外事委员会主任、现任中国人民大学新闻学院院长赵启正昨天在论坛上指出，中国梦与美国梦谈不上孰好孰坏，“我们梦的迫切性和强烈性超过一些国家”。
赵启正表示，当前对于中国梦有欢迎的、有怀疑的、有猜测的，有人有意把“中国梦”歪曲理解为“霸权梦”，这就需要通过公共外交向世界说明中国的国内外政策，说明中国梦是友好的梦，帮助外国公众认识和理解真实的中国，而不是虚假的中国。
“有人说中国梦是世界梦，这个说法我不赞成，我们不能替世界人民作主，只能谦虚地说，能让世界分享”，赵启正认为，与世界分享中国梦已经开始了，是现在进行时。
金灿荣：外交开局不错要守住中场
“今天中国的问题，我觉得是成长的烦恼，是成功的产物”“人家对你的期待高了，戒备心强了，防范心理重了，这都非常正常”，中国人民大学国际关系研究院副院长金灿荣昨天在研讨会上指出，当前中国外交内外都有一些问题，不应回避，外部问题一是美国对中国还有一些不信任，二是周边国家和中国有一些矛盾。
金灿荣指出，今年中国外交开局不错，下一个问题就是要守住中场，虽然今年提出了一系列倡议，设想很多，显得很主动，但不排除明年别的国家也会提出一些反设想，会有所反弹，因此接下来的重点是扎扎实实落实，把中场做好。

王毅帮老部长“推销”新书
论坛开幕现场，两任外交部长有一个小插曲。
“现在请王毅部长发表主旨演讲”，李肇星话音一落，王毅迈着轻巧的步子走上台，没说几句，就帮李肇星打起了广告。
“很高兴第一次来到中国公共外交协会”，王毅说，“中国公共外交协会汇聚了中国外交界的一大批老前辈、老大使和我们国际关系界的精英，尤其是我们的会长李肇星老领导，我们都非常尊敬他”，王毅随后话锋一转，帮老领导卖起了书。
“我昨天晚上看到一个短信，看得很高兴”，王毅说，李肇星的专著《说不尽的外交》刚出版，希望大家都看看这本书，“我想这本书一定会非常精彩，因为他的经历如此丰富，还有诗人的敏感和情怀”。
在随后的演讲中，王毅用生动的语言描述国际国内形势。“我的情报还是比较灵的”，演讲结束后，李肇星爆料，为准备这个主旨演讲，王毅前晚工作到凌晨两点，“自己动手写、改，翻来覆去的”。
而就在前几日举办的外交部发言人制度30周年活动上，李肇星还爆料王毅当年被发现的故事。当时还是一名科员的王毅写了篇稿子，随后便受到“追查”，外交部惴惴不安，谁知是因为领导要特意称赞稿子写得好。李肇星说，那是他第一次听见王毅的名字。
