　　通知指出，今年入秋以来，受极端天气和季节性变化等因素影响，部分地区蔬菜价格涨幅较大。

　　通知要求，省级人民政府要尽快建立本地区“菜篮子”市长负责制考核机制，合理确定“菜篮子”产品生产用地保有数量、重点产品自给率、价格异常波动、质量安全合格率、销售网点覆盖率、应急供应保障能力等指标，定期对本行政区域内各城市特别是城区人口在百万以上的大城市进行考核，对于蔬菜价格上涨幅度过大的城市要启动问责机制。

　　通知指出，为解决人口集中、网点不足社区的蔬菜供应问题，要对流动售卖车、早晚市、周末菜市场和菜农直销点等临时性零售网点提供场地便利，方便居民购买，城管、物业、居委会不得乱罚款和乱收费。

　　要进一步规范农副产品流通环节的各项收费，在重要节假日和菜价大幅上涨期间要积极协调农产品批发市场、农贸市场等减免进场费、摊位费，充分发挥便民菜市场、社区菜店、平价商店作用，必要时可利用价格调节基金给予补贴。
