  广东省消防总队在对古先生的回复中,用“擅自”一词概括了信龙公司将建业大厦2至25层出租给31个租户做仓库、办公、样品使用的行为。同是在这个回复中,广东消防总队理清了建业公司与信龙公司关于建业大厦之间的权利转换。其称,建业公司委托信龙公司对建业大厦进行了玻璃幕墙、水、电、电梯建设,并对大厦进行管理。


  “目前,大厦的室内消火栓系统、火灾系统……已安装完毕……但是由于大厦南面、西面消防车道上有围墙、临时变压器和通信、电力架空线路影响到消防车道的使用,致使大厦未取得《消防验收合格意见书》。”


  政府部门多次检查要求整改


  可以肯定的是,建业大厦的消防安全隐患,并不仅仅是准业主的心头大患,政府部门也一直将它列为重点关注的问题单位。从政府部门公开的信息可知,仅从今年8月份至12月份的短短四个月内,越秀区的区级领导曾四次来到建业大厦进行安全检查。最近的一次为今年10月31日,越秀区一许姓副区长现场督查,提出了三项整改要求。


  “里面抽烟、做饭的人很多,这些都没用的”,一名商户称,领导的检查并未起作用。一名在商场内处理垃圾废物的工作人员称,大厦的通道内“都被纸盒子堆满了,留的路也就一米宽左右。”这名工作人员说起前段时间领导检查的一个细节时,不经意地撇嘴一笑,“那天说有领导下午4点来检查,结果领导3点钟就来了,管理人员没做好准备,后来领导走了,他们都挨批了。”


  开发商和管理方均已被吊销执照


  根据信龙公司的网上信息,昨日,南都记者前往越秀区中山五路219号中旅商业城21楼8单元某房,试图了解该公司对于建业大厦的管理及改造信息,但一名自称在该公司所属大楼已工作两三年的保安称,楼内并无信龙公司。


  据此信息,南都记者进一步查证发现,信龙公司于2009年8月24日已被吊销,其法定代表人苏某玲的手机也处于关机状态。而建业公司则在2003年1月6日就已被吊销执照,其所留的联系电话也显示为空号。至此,前晚陷入烧通顶的建业大厦,如今的合法管理者究竟是谁,成了一个谜。


  “那我们的损失怎么办?找谁赔?”三名守在现场的商户惊讶道。


  前晚,建业大厦的种种问题,在一场大火中再次被提及,只是这栋大楼已是烧通顶的废楼。巧合的是,在广东省消防总队回复古先生的投诉中重点提及的大厦西面和南面,恰恰是前晚大火的始发点。


  建业大厦的前世今生


  1993年 越秀区起义路271-231号立项为建业大厦,开发商为广州市建业房地产发展有限公司。


  1995年 经审核后施工,当年12月,进入售卖程序。


  1998年6月3 0日 按照合同约定,建业大厦应交付购房者使用。


  1998年 金融风暴,开发商资金链断了,老板跑路,大厦烂尾。


  其间 建业公司委托信龙公司对大厦进行改造和管理,信龙公司将物业出租用作仓库等用途。


  2003年1月6日 建业公司被吊销执照。


  2009年8月2 4日 信龙公司被吊销执照。


  2013年12月15日 一场大火将大厦烧通顶。
