寒风冷雨夜，起义路上的“烂尾楼”建业大厦被烧通顶。昨晚，大火现场仍有阵阵轻烟冒出。学校临时停课、居民安置等一系列工作有序展开，截至发稿时，该起火灾仍未发现人员伤亡。
消防车只能在一面作业
昨日9时，主管广州市消防工作的副市长、公安局局长谢晓丹，公安消防局局长张小宏从大火现场直接到市政府召开广州消防安全委员会第四次会议。这次会议仅持续45分钟，参会人员又匆匆回到现场。
谢晓丹说，火灾现场就在公安局斜对面，从昨天18时50分一直烧到现在，明火烧了将近12个小时，救火很艰难，只有起义路这一面——东面是消防车作业面，消防车只能停在这里。西面、南面、北面都是密集的老旧居民楼，根本没法开展作业。这种情况在广州比比皆是，希望引起高度重视。
“广州的秩序和安全有很大的提升空间，也存在很多让我们睡不着觉、坐立不安的安全隐患。”谢晓丹表示，广州有6000多个批发市场，周边又衍生出很多微型市场、仓库，还住着人。比如越秀区就有17个批发市场。一德路火灾刚刚发生完，就发生了建业大厦火灾。“25层整栋都是烂尾楼，居然存放着大量的、可燃的鞋成品，烂尾楼能做仓库吗？老百姓都投诉了，领导带队督查了，主管部门发了整改通知书，整改了业主也不听。”
他表示，接下来要调查事故原因，业主、监管、审批部门都有责任。还要查一查除了渎职外有没有腐败问题。他对与会领导表示，“大家不要为蝇头小利干不该干的事，当干部太潇洒会出事。”
广州火灾防控基础薄弱
谢晓丹透露，近日市消防局在落实市政府第90次常务会议的初步调查中发现，广州的火灾防控基础相当薄弱。一是基层政府组织开展消防工作的方式方法要反思。有些基层干部对周边的火灾隐患见怪不怪，或者对整治火灾隐患存在畏难情绪。因此，要加强日常管理，配备完善消防网格化巡查终端，建立健全各类隐患问题的巡查、告知、查处、反馈工作机制。
二是基层火灾防控力量薄弱。在日常管理方面，除了天河区按十二五规划的要求配置了两名消防文员、两名消防协警、落实经费待遇以外，其余区(县级市)还没有落实消防文员、消防协警的保障经费。市消安办要提请市政府，将落实专职消防管理人员预算经费作为对2014年消防工作考核的内容。
而在处置火灾突发事件方面，除天河、海珠、萝岗少数几个区的村(社区)基本配齐了消防器材外，其余80%的村(社区)并没有配足、配齐消防器材。一些街镇的巡防队、治保队没有经过系统训练，发生火灾不能有效形成战斗力。
“我们制度有不少，但执行需要加强。要长期防火，只靠集中整治是不够的，那样治标不治本。”
安置点改至朝天路小学

公交起义路站临时撤销
本报讯 (记者李栋、张丹羊、刘冉冉)受建业大厦火灾影响，起义路及周边昨日继续实施交通管控，截至记者发稿时，解封时间仍未通知。
市交通部门决定从12月16日首班车起，临时撤销公共汽车起义路站并调整途经起义路的公共汽车6、14、29、64、104、253、519等线路临时绕行解放路。

昨日15时30分许，小雨淅淅沥沥，建业大厦方圆150米内恍若空城。贤藏街与建业大厦仅一墙之隔，空气中飘荡着明显的烧焦味。整条贤藏街空无一人，一旁的一处住宅内，客厅的灯仍亮着，门口放置着安装到一半的家具，家具旁有一把电动钻；民宅对面是家云吞面店，桌上还放着吃到一半的云吞面，厨房内食材仍放在砧板上……这一切都可以让人想见人们搬离时的情形。
16时10分许，记者进入大厦3楼。逃生楼梯并无扶手，由临时施工铁架代替。这里被隔成一个个房间，通道七拐八拐，十分狭窄，房间与房间由短短的走廊连接。
在3楼和5楼的房间内，记者发现到处堆着纸箱，里面装着鞋。在3楼一处房间，一堆堆鞋盒中间是一张皮沙发，茶杯里还有半杯茶，火灾发生前这里应该还有人办公。
在大厦北侧的几个灭火筒上，记者发现检测日期一项显示为“2007年12月”，而灭火筒一侧的出水管道接口早已生锈破败。
曾在高层救出群众
消防将再择机内攻
参与救援的消防员告诉记者，在能见度几乎为零的情况下于22层和25层发现被困群众，迅速将其救出。疏散小组则成功疏散周边直径150米范围内1600多名群众。
在现场扑救中，消防官兵面临重重难题。建业大厦的2~25层均是鞋类仓库，燃烧物质多，风大且风向不断变换，增加了扑救难度。更关键的是，由于“烟囱效应”，建筑内部很快形成立体火灾。在危急形势下，现场指挥部果断撤出内攻人员。接下来，他们打算请专家评估该楼结构，看是否适合进行内攻。
