唐克，1918年3月出生于江苏盐城。1937年12月起任徐州五战区青年救国团宣传干事、新四军河南确山县竹沟教导队学员、民先豫南地方部队队长，1938年5月加入中国共产党，同年7月起任新四军政治部宣传科科员、后方留守处政治处宣教干事、直属政治处宣传教育股股长、军医处政治指导员，第五支队教导大队教导员，八路军五纵队政治部统战科科长，苏北解放区阜东县县长，射阳县县长，抗大五分校政治部主任等职。解放战争时期，任东北解放区开鲁县县长、乾安县委书记、黑龙江省财政厅副厅长、黑嫩省企业管理局局长、东北工业部经理处处长、基本建设处处长等职。1950年10月后，任燃料工业部石油管理总局副局长，石油工业部办公厅副主任兼政策研究室主任、地勘司司长、副部长、党委副书记。“文化大革命”中受到迫害。1975年6月起，任冶金工业部副部长、部长、党组书记，石油工业部部长、党组书记，中国国际信托投资公司第一副董事长、党组书记，中国康华发展总公司董事长。
