  领导人待遇要去“神秘化”


  中组部近日在给全国政协常委、复旦大学教授葛剑雄的提案答复函中透露,目前中组部正会同有关部门对省部级干部生活待遇规定进行修订,党和国家领导人生活待遇规定也正由有关部门研究修订。媒体的报道称,党和国家领导人生活待遇规定的修订进展是首次出现在公众视野中。


  中组部的这个函,是对葛剑雄委员今年全国“两会”时提交的相关提案的答复。中组部的态度很明确,要建立完备合理、统一规范的领导干部待遇制度体系。这样一个体系的建立当然是必要的。倘若领导干部待遇不合理、不规范,势必会导致许多问题发生。


  从近些时候公开的许多信息来看,围绕领导人的待遇问题,大的改革方向是越来越透明与规范。当然,领导人的待遇走向更为公开与规范,需要一个过程,难以一蹴而就。罗马不是一天建成,社会的进步也不可能在一瞬间实现,但是方向要明确,步子要稳定。


  坦率而言,过去各层级领导干部的生活待遇,总体上透明度是不够的。特别是到了中高层级,更让人有一种“神秘”之感。今年6月,中央政治局明确表态,要求别人做到的自己首先做到,要求别人不做的自己绝对不做。在此背景下,领导干部生活待遇去“神秘化”,确实也是理所应当之事。


  其实,各级领导干部的住房、配车、秘书配备、办公用房等待遇,也不是没有标准。比如,部长级配备轿车须45万元以下;正部级住房标准是220平方米;正部级每人办公使用面积54平方米,如此等等。部级以下官员的相关标准,自然随着层级的降低而降低。也就是说,关于领导干部生活待遇方面的大体标准是有的,只是公开度不够。对于多数民众来说,这个方面的知情权,没能得到很好的满足。


  这种透明度不够,也体现在一些退休领导人的生活待遇方面。退休领导人在岗期间,为国家作出了贡献,退休之后理应得到必要的待遇——这并无疑议。问题同样出在透明度不够。现实中也确实存在着人退而部分待遇却未退的情形。比如,有些领导干部退下来之后,还在多处拥有办公室,这无疑造成了一定的浪费。


  领导干部待遇不够透明,往往会引来社会上的各种猜测。有些猜测信息不准确,会对为官者的官誉乃至政府的公信力造成损害。谣言止于透明,这一点已经形成共识。该公开的要公开,该透明的要透明,既是对纳税人的应有尊重,也是对各级官员的应有要求,避免因为不够透明而出现各种乱象。


  在强调领导人待遇应该逐渐透明的同时,也要强调各种待遇的规范。就此而言,一个完备合理、统一规范的领导干部待遇制度体系,应当抓紧建立。这样的制度体系,至少应该注意几个方面的问题:一是去除不该拥有的特权;二是进行某些方面的探索,如官邸制;三是追求全面与完备。


  特权行为一直是人类社会中“一道刺眼的景象”。反对特权,是一个现代文明社会最起码的事情。要警惕的是,一些特权现象还顽固地根植于现实中,影响社会生态,破坏社会公正。这种特权现象,在领导干部生活待遇方面亦有所体现。比如,一些地方官员在医疗方面享用特权,颇受诟病。


  诸如官邸制这样的探索,则是避免“以权谋房”等现象的出现。在本质上,这是通过官员住房配置方式的改革来规避滥用权力问题。有些时候,光嘴上说说不行,还得拿出好的办法。借助好的办法实现官员待遇的规范。另外,领导干部待遇制度体系需要完备,不完备就会有漏洞。


  当前,中央狠刹“四风”问题,抵制各种奢靡浪费现象。中央对解决干部超标待遇问题,要求是严厉的,态度是坚决的。在此背景下,领导人待遇要去“神秘化”,追求更公开、更规范,当亦是题中应有之义。
