“要想搞到保障房，可以去找曹见香！”这句话曾经在湖南省郴州市部分低收入市民中流传甚广。
曹见香，郴州市一个吃着低保、住着廉租房的普通无业女性，但她凭着善于察言观色、阿谀奉承政府官员的“本事”，先后攀附上了郴州市房产局原党组书记曹海军等3名房产局官员。此后，曹见香通过金钱开路，在当地做起了帮他人搞保障房指标牟利的房产“掮客”生意。几年下来，曹见香非法获利近8万元，而通过她“活动”搞来的保障房多达20多套，她也成了当地一个名副其实的另类“房姐”。
2013年7月17日，郴州市桂东县人民法院以曹见香犯行贿罪，判处其有期徒刑5年，并追缴其违法所得7.9万元上缴国库。一审宣判后，曹见香不服，向郴州市中级人民法院提起上诉。2013年10月22日，郴州市中级人民法院对此案作出“驳回上诉、维持原判”的二审裁定。
一个吃着低保、住着保障房的普通妇女，是如何拉下3名郴州市房产局官员的？近日，负责侦办此案的桂东县人民检察院办案人员向记者披露了此案详情。
低保妇女攀上房产局官员
一头乌黑的短卷发，一般中年人的体型，衣着简单朴素。如果不是案发，记者很难想象眼前这名普通女性，曾是郴州市“神通广大”的保障房“掮客”。
虽然相貌平平，但曹见香却有着与众不同的“本事”——能说会道，且工于心计、善于察言观色，其阿谀奉承的本事更是一流。与曹见香打过交道的政府部门工作人员都称：“这女同志太会说话了！”
桂东县检察院办案人员向记者介绍，现年55岁的曹见香原是郴州市一名无业女性，还吃着城市低保。早年间，为了谋生，她曾帮人求仙问神。因此，曹见香曾有一个广为人知的称号：“仙天婆”。
之后，曹见香又多次外出旅游，近及广州、北京、上海等地，远达新加坡、越南、缅甸等国。
那么，曹见香又是如何与郴州市房产局原党组书记曹海军交往上的呢？这还得从曹见香帮他人代办房屋过户的经历说起。
2003年5月，曹见香第一次来到郴州市房产局找曹海军代别人办理房屋过户手续，此时的曹海军担任郴州市房产局党组成员、纪检组长职务。因为不合政策规定，曹见香的要求遭到曹海军的拒绝，但曹见香没有泄气。
一次偶然的机会，曹见香看到曹海军简历显示其出生年龄是1958年，和她是同一年出生的。于是，曹见香接二连三地跑到房产局找曹海军，发挥她能说会道的“本事”，不断夸奖曹海军是同龄人中的佼佼者。
看到曹见香不断为其戴高帽、套近乎，同时也从曹见香的言谈举止中感觉这个女人见多识广，曹海军渐渐对这个女同龄人产生了好感。于是，两人开始了交往。之后，曹见香又通过金钱开路，彻底将曹海军拉下水。2009年12月，曹海军升任郴州市房产管理局党组书记、副局长后，双方的交往更加频繁。在此过程中，曹见香还认识了郴州市房产局另外两名官员。
保障房指标成“摇钱树”
自从和曹海军攀上关系后，曹见香便打算利用曹海军手中的权力，通过帮他人获取保障房分配指标的机会，大肆收受好处费。
郴州市民邓某因没有房子住，多次向房产局申请公房，但均无果。后听别人说曹见香有能力搞得到公房，邓某就与前夫黎某来到曹见香家中，请求曹见香帮忙申领一套公房，曹见香答应帮忙，但提出要1.3万元经费打理关系。
两周后，邓某来到曹见香家中，把准备好的1.3万元和申请资料交给曹见香。大概过了两个月，曹见香告诉邓某公房已经搞好了，让邓某去房管所办理手续。之后，邓某顺利申领到了郴州市苏仙区城东路综合楼一处公房。
而这次邓某顺利获取公房的原因，正是曹见香找曹海军“公关”的结果，曹海军在曹见香拿来的资料上签字后，曹见香当场送给曹海军1万元“好处费”。
在第一次权钱交易后，曹见香和曹海军走得越来越近了。此后，凡是曹见香拿来的申报保障房的资料，在收受好处费后，曹海军基本上都会大笔一挥，签字同意。
2005年上半年，另外一名郴州市民邓某在送给曹见香1.82万元“活动经费”后，成功申领了郴州市东街铁桥新村的一套公房。曹见香将1.82万元中的1万元送给曹海军，扣除办证等手续费用3200元，她自己从中非法获利5000元。
同年，市民许某在送给曹见香的1.4万元“活动经费”后，申领到了郴州市西街实体大楼一处公房，曹见香送给曹海军现金1万元，扣除办证手续费用2000元，曹见香从中非法获利2000元。
桂东县检察院办案人员向记者透露，在和曹海军交往后，曹见香还认识了郴州市房产交易与权属登记管理处原总支部书记李雄生、郴州市苏仙区南塔房管所原所长唐金华。李雄生、唐金华看到自己上司和曹见香的关系非同寻常，于是对曹见香帮他人代办申领公房的要求，在收受好处费后也是有求必应。
记者统计发现，近10年来，通过曹见香“活动”搞来的保障房指标多达20多套，她也成了郴州市一个名副其实的另类“房姐”。
法院审理查明，2003年至2012年间，曹见香为谋取不正当利益，在为自己及帮他人向郴州市房产局申请公房和廉租房过程中，向国家工作人员行贿共计人民币23.2万元。其中，向郴州市房产局原党组书记曹海军行贿就达17次，共计16.9万元。目前，涉案的3名郴州市房产局官员分别被另案处理。

说“法” 保障房分配亟须“阳光操作”
保障性住房是国家为中低收入住房困难家庭提供的一项公共福利，但过去由于少数地方在分配环节搞“暗箱操作”，一些保障房分配指标成了少数房产官员牟利的工具。
为切实保障中低收入住房困难家庭的基本住房需求，应把保障性住房公平分配放在更重要的位置，实行全面公开透明的分配。促进保障房资源公正分配，就必须坚持阳光操作，接受群众、社会和媒体全方位监督，做到全过程公开。保障房房源公开了、分配对象公开了，权力寻租的机会也就少了，“以房牟利”的腐败现象自然会大幅度减少。刘希平

2013年1月13日，河南省郑州市人民检察院宣布，郑州市“房妹”之父翟振锋因涉嫌职务犯罪，被检察机关批准逮捕。“房妹”事件将郑州市经济适用房领域的乱象，再次暴露在阳光下。
据了解，围绕网络举报翟振锋家人倒卖经适房的问题，专案组调取了翟振锋妻子李淑萍的河南一通房地产有限公司开发的南溪苑项目售房记录，发现二七区房管局两名工作人员违规通过李淑萍取得27套经适房源。目前，已对上述两名工作人员立案调查。初步查证工作人员王某通过向他人介绍6套南溪苑项目经适房源，非法获利14万余元，另查明王某还通过向他人介绍另一经适房小区房源1套，非法获利两万元。
