　　12月17日，国家互联网信息办公室网络新闻协调局局长刘正荣就“高中女生琪琪投河身亡”事件，接受环球网采访。

　　刘正荣说，“人肉搜索”是一种网络暴力行为，是不道德的，也是违法的。对发起“人肉搜索”，造成有害影响的，损害他人合法权益的，将依法追究责任。

　　刘正荣告诫网站应承担管理责任，发现“人肉搜索”行为，应及时制止，对不尽责的，也将追究责任。

　　刘正荣强调，我们是法制社会，在网络空间不能无法无天。我们坚决反对“人肉搜索”等网络暴力行为，将采取一系列措施制止这类行为，维护公民合法权益和公共秩序。
