都匀市是贵州省黔南州的州府所在地，都匀市的张大妈为了家里拆迁的事情，需要经常到州里的相关部门办事。今年10月份的一天，当她再次来找这些部门的时候单位的办公楼却不见了。
不仅仅是市民办事找不到州政府部门，出租车司机找不到地方，就连一些州里职能部门之间的工作人员也相互找不到了。
为什么这些政府部门这么难找呢？原来今年九月中旬，黔南州进行了一场突如其来的拆迁，很多政府机关的办公楼都拆了。在黔南州政府门前，原来的州信访局、广电局 现在都已拆成一片瓦砾，一起被拆的还有州民政局、州计生委、州外事办、州公安局办证大厅等十几个州直单位的办公楼。记者发现办公楼拆了，却没有任何公告告诉人们这些单位搬到哪里去了。
面对这连片的废墟，老百姓连个问路的地方也没有。
那么这些单位搬哪去了呢？记者找了一圈发现，这些单位真不好找，因为不是搬进了新的办公楼，而是散落在州府所在地都匀市的各个地方，租用办公场所。
州农业局从以前的办公楼搬进了居民楼；州检察院从一栋五层的办公楼搬到了水果批发市场上面的商贸城。
为什么非要拆掉好端端的办公楼，到外面租房子办公呢？在一个名为都匀市马鞍山棚户区改造项目简介的公示栏里，记者找到了答案：州委、州政府一声令下，马鞍山棚户区改造项目十天时间，搬迁拆除州级单位18家，面积2.3万平方米，拆除1.4万平方米。
原来拆掉这么多办公楼是因为棚户区改造，可是国家相关文件规定：“棚户区是指国有土地上集中连片简易结构房屋较多、建筑密度较大、基础设施简陋、房屋建成年限较长、使用功能不全、安全隐患突出的居住区域。”
记者看到在这个马鞍山棚户区改造规划的区域当中，确实有一些房屋比较破旧，棚户区改造毕竟针对的是居住区域，怎么说也跟办公楼搭不上关系。
再者说棚户区房屋普遍破旧拥挤，厨卫设施不全，有的甚至存在安全隐患，难道这18家州直单位的办公楼全都属于危旧房吗？
在这个半山腰上有一个州直机关集中的办公区，州检察院、物价局、统计局、文广局等单位都在这里办公，几个月前这里还熙熙攘攘，现在已经人去楼空了。办公楼的门窗已经拆除，一些办公用品和文件资料散落一地。
这些办公楼的外面贴着崭新的瓷砖，里面墙上看上去也刚粉刷过不久，地面上还都贴有地砖。办公室里宽敞明亮，怎么也谈不上危旧。
像州旅游局、州信访局这样办公楼刚装修完不久就被拆的，还有州农业局、州畜牧局。
一栋七层楼的州民政局的办公楼，甚至装修还没有结束就给拆了。
记者调查中发现，这些办公楼跟危旧的棚户区根本就没什么关系，可黔南州拆迁的办公楼，建筑面积就有2.3万平方米。这么多办公楼，前脚还在花钱装修，后脚就全部被拆掉，而且这么多州级单位现在都在外面租房子办公，每年的租金加起来又是一笔不小的开支。
一方面这些州直机关的办公楼并不危旧，另一方面在外面租房子办公会给老百姓和机关都带来了诸多不便。黔南州这些州直机关为什么要搬得这么着急呢？
记者从当地媒体报道中了解到，今年的9月23日，黔南州冒雨举行了一场棚户区改造现场会，会上州领导指出：棚户区改造是完善城市功能、改变城市形象的现实要求，必须以强有力的措施来推进。马鞍山棚户区改造实行“整体规划、连片开发”，项目当中涉及有23家州级单位，这些单位的办公楼不管新旧统统都要拆迁。其中有些有畏难情绪的单位领导还被进行了谈话。
于是在这样的力度下，18家州直单位10天之内就完成了搬迁拆除。
记者看到，在大坪经济开发区当地正在建一个名为东部新城的城市综合体。在黔南州投资促进局印发的投资指南中称，按照“一圈两翼”的发展定位，州委州政府及州直机关将整体搬迁到这里。
目前这个城市综合体目前正在施工，这个项目建筑面积80万平方米。其中的写字楼群中间是一座主楼，两边各一座副楼，前面是一个广场，再往前是一大片湖。都匀经济开发区的官方网站上称，这个城市综合体总投资将达到50亿元。
这次拆迁不仅涉及到了办公楼，还有一些并不破旧的居民楼也被纳入拆迁范围之内。
这些家属楼大约都是2000年左右建成的，位于市中心，周围的公共设施比较完备，现在大多都有人住。只要稍加修饰就会焕然一新，但是现在要全部拆掉了。
被拆掉的办公楼和居民楼当中有很多显然不属于需要改造的棚户区危旧房，那么这些房子被拆掉之后要做什么用呢？在公布的改造规划中可以看到，拆掉州畜牧局家属楼是要在此要修建一条大道；拆掉检察院等这些单位的办公楼，是为了建一个空中花园；拆掉江心岛上的居民区，是为了建一个绿地公园。这样的大拆大建的目的是什么呢？在当地的新闻报道中可以看到这样的说法，一可以建广场、修公园，打造城市亮点景观，二可以以商业为主，盘活土地，提高土地的价值，实现以产促城、以城强产。
棚户区改造是好事，国家为此还投入了大量的资金、制定了很多优惠政策。国家这么做本来是为了改善百姓的居住条件，可有些地方政府却把它当成了搭车盖楼、顺风搬家的借口。今年7月中办、国办联合下发通知，明确要求党政机关停止新建楼堂馆所、清理办公用房，关于城镇化建设中央也明确要求“不搞大拆大建”。政策规范其实都很清楚，可还是有人巧立名目，另搞一套。这样的现象不能听之任之，这必须有人负责，这是严肃纪律，更是顺应民心。
