此前不久，民政部要求各地根据实际试点“婴儿安全岛”，作为全国首个“安全岛”的创办者石家庄社会福利院再次进入公众视野。“婴儿安全岛”也再次被推向舆论风暴的中心，一场“纵容遗弃还是人性关怀”的讨论重新被点燃。
“改变不了社会遗弃婴儿的行为，但我们可以想方设法改变婴儿被遗弃的后果。”石家庄社会福利院院长韩金红回应说。

从2.5平方米到8平方米
第一代“安全岛”已经退役，取而代之的是一座8平方米的新“岛屿”(如上图)，除了疆土扩大，这里还增加了冷暖式空调和红外线感应报警器。

“最早的只有2.5平方米。”秦波，福利院业务科工作人员，指着院内屋檐下保存的第一代“安全岛”说，2011年6月1日，作为全国首家的石家庄社会福利院婴儿安全岛落成投入使用。
和其他城市情况类似，医院、公园、社会福利院周边是婴儿被遗弃的高发地段。此前，每月有10个左右的孩子被遗弃在石家庄社会福利院附近的马路边、草丛中，甚至厕所内，因不能及时被发现，无法得到有效救治而夭折。
“很多孩子被发现时不是冻伤、热着，就是被蚂蚁、蚊虫叮咬，存在不同程度的外伤。”秦波皱着眉头回忆说。
在“婴儿安全岛建立之前”，院长韩金红曾试图联系到弃婴父母，游说其将孩子带回家，他善意地猜测，“也许父母只是一时糊涂”。
几年前，韩金红起初曾“成功”说服一弃婴的父母，他们来自农村，孩子生病需要花费3万元，可家里砸锅卖铁只能凑到8000元。他们带走了孩子，但到了晚上，又悄悄地将孩子放在了福利院门口。
“既然无法阻止弃婴的发生，那么，与其把孩子遗弃在难以被人发现的角落，我们为啥不设置一个专门的设施来保护他们？”韩金红认为，安全岛弥补了婴儿被弃和入院这段接收程序链条上的薄弱环节。
弃婴进入安全岛后，死亡率明显降低
最初的安全岛并没有红外线报警装备，安全岛的巡视由门卫兼任，“每两个小时巡查一次”。
石同桃，小岛接收的第21个弃婴。在一个阴冷的早晨，门卫安玉红发现了这个皮肤雪白的女婴，她怀里还揣着张红色小纸条，写着“2011年1月20日10点出生”，刚满10个月。
“其实，(安全岛)启用后没几天，就有孩子被送来。”秦波说。
石家庄社会福利院始建于1917年，安全岛的推出，让这个河北省会城市的福利院成为“众矢之的”。
“全国第一家，那个压力你都没法想象。”秦波说，当时，争议的核心依然是，“人性关怀还是纵容遗弃”。
有人认为，弃婴是违法行为，设置专门接收弃婴的设施，“鼓励了不负责任的人做不负责任的事”，会变相纵容弃婴行为，甚至可能导致弃婴数量的增加。
事实上，“婴儿安全岛”并没有像舆论预想的那样引发弃婴激增。
公开的部分数据显示，2011年6月至年底，婴儿安全岛接收婴儿24名，而石家庄社会福利院在全市范围内接收的弃婴是75个，低于2010年同期的83个和2009年同期的105个。
现在石家庄社会福利院接收的弃婴每个月10名左右，和以前并没有大的出入。相反，“以往遗弃在福利院附近的婴儿入院后存活率约三分之一，弃婴进入安全岛后，死亡率明显降低。”秦波说。
能够被大家看到的
只是相对健康孩子的一小部分
采访那天，石家庄难得一见的好天气，天空湛蓝，阳光透彻，福利院康复区内，四个孩子在保育员的带领下玩着游戏。
一小女孩举着杯子，向着刺透窗户的阳光，瞪着漆黑透亮的眼珠特认真地咕哝了一句，“叔叔……”杯子的水里泡着几块不规则的橡皮泥——她亲手调制的“奶茶”。
看到记者，几个小孩拉着记者的衣角，咕咕哝哝地想表达自己的观点，但根本没有一句完整清晰的句子。
他们个头不高，看着像三四岁，如果不是保育员的提醒，根本无法想象他们已经是过了5周岁将近6岁的孩子。
秦波说，这算是福利院状况比较好的孩子，因身患疾病，相比同龄小孩，福利院的孩子大都身体发育迟缓，智力上也有明显差异。
大多数人对于弃婴的认识来源于电视或者报纸，镜头下，他们渴求温暖的眼神让人不忍直视。
在秦波看来，能够被大家看到的，只是福利院相对健康的一小部分，大部分都是“重症患儿，身体患有严重疾病并伴有并发症”，很多都是父母家人在专业儿童医院无法治愈而被抛弃的。
秦波，上班10年，毕业后即入福利院工作，他说，弃婴中像“兔唇”这样的轻微病症患儿不多见，“许多弃婴坐在轮椅上，全部依靠阿姨们照顾”。
安全岛红外线报警器响起的时候一般在深夜或者凌晨，铃声划破漫漫长夜，等门卫室值班人员出来时，门口的路上已是一片沉寂。
“决心扔掉小孩，他们应该是白天踩过点的，不想被发现。”秦波说，即便有可能追上劝说他们带走孩子，“谁能保证他们不会把孩子扔到另一个地方呢？”
在福利院门口这条并不宽阔的马路上，一侧是破落的厂房，或许那些扔掉孩子的父母，曾躲在夜色的墙角，偷偷地远望着自己“宝宝”就此骨肉分离，沉默，纠结，落泪。
壮大“安全岛”并非易事
石家庄社会福利院并不好找，即便是被称为“城市活地图”的出租司机，也皱着眉头思量了许久，冒出了一句，“好像是那儿，咱走着看吧”。
沿着槐安西路过西二环，途经一条诗情画意的小路时光街，从西侧一条并不起眼的小胡同进去，行数百米后又一岔路口，角落的牌子标识着右拐箭头和石家庄社会福利院字样。
路的尽头便是福利院，“婴儿安全岛”则位于福利院门口。自安全岛投入使用以来，共接收弃婴181名。但，作为首创者的石家庄，现在也仅有这么一座。
“媒体不应该神化安全岛的作用。”秦波坦言，安全岛的意义在于变以前的被动接收到现在的主动接收。现在的安全岛也只是缓解了福利院周边区域的弃婴问题，“收治的弃婴大概占到整个福利院收养弃婴的三分之一”。
石家庄社会福利院也曾设想在医院、车站、警务室等其他弃婴高发地段多设几个“婴儿安全岛”，但24小时人员值班以及场地设立都非福利院一家之力能解决。
仅福利院的接收流程就可管窥一斑：发现弃婴后，工作人员首先要报警，确定婴儿身份，业务科根据婴儿身体情况安排转入医院治疗或直接入福利院，接受专职医护人员的检查诊疗，之后进入隔离室观察治疗。
秦波说，接收弃婴过程不仅是福利院的事，还涉及到民政局、公安局、卫生局、财政局，甚至人力资源社会保障局等多部门的通力协作。
“建立一个以民政部门牵头的，公安、城管、财政、卫生、社保、规划等多个部门配合并参与、各负其责的模式，形成统一的没有缝隙的‘孤残儿童保障链’是非常必要的。”韩金红在接受媒体采访时谏言。 “在这个世界上，每个婴儿的生命都应该得到呵护。”背着冬日阳光，婴儿安全岛门口的警示语清晰温暖。
