蓝皮书通过近两万份调查问卷，从医疗、住房、教育、交通等九个方面对中国38个主要城市基本公共服务能力进行全面评价和深入研究，发布了2013年全国38个主要城市的满意度评价情况及各排行榜。
在交通方面，蓝皮书指出，2013年主要城市交通拥堵程度保持高位，略有加剧。2013年有83.92%的市民感觉堵车，2012年83%的市民感觉堵车。蓝皮书指出，通过对全国38个城市的问卷调查显示，有16.51%的人表示非常堵；39.03%的人觉得比较堵，但还能承受；28.38%的人感觉所在城市交通有点堵；12.89%的人觉得不堵车，但车辆缓行；仅有3.9%的人表示所在城市公共交通很顺畅。

北京出租车调价后打车难缓解 天津人打车最易
蓝皮书指出，19843份问卷调查结果显示，在全国范围内，打车难情况更趋严重，打车时间越来越长。2013年，等待十分钟以上的情况达68.60%。2012年，这个数字只有53.77%。
蓝皮书显示，通过对全国38个城市的问卷调查显示，有9.91%的人表示打车很难，通常需等待半小时以上；26.52%的人表示打车需等待20-30分钟；32.17%的人表示打车需要等待10-20分钟；24.66%的人表示需要等待5-10分钟；选择5分钟以内的人仅占总体样本的6.74%的。可见，打车难问题依然严峻。
调查结果显示，天津市民感觉打车最为容易。打车最容易的10个城市依次是天津、上海、拉萨、深圳、大连、长沙、南京、青岛、银川、南昌。此外，蓝皮书称，北京实行出租车价格弹性调整机制后，打车难情况得到一定缓解，名次由28上升为15。
交通乱象：黑车现象、“中国式过马路”较普遍
蓝皮书指出，调查显示黑车现象较为普遍。其中有10.32%的人表示所在城市黑车非常多；27.30%的人表示所在城市黑车比较多；36.03%的人表示会偶尔碰见黑车；13.59%的人表示所在城市没有黑车，另有12.76%的受访者表示对黑车问题不清楚。
调查显示，长春市民感觉黑车问题最轻，黑车问题较轻的前10城市依次是长春、拉萨、西宁、哈尔滨、青岛、海口、杭州、成都、宁波、南昌。
此外，蓝皮书指出，市民的交通素质有待提高。“中国式过马路”(行人闯红灯)较为普遍，被调查的19843人中，只有7.62%的人没有中国式过马路的行为，有69.43%的被访者认为该现象经常存在或非常普遍，这表明中国主要城市行人闯红灯现象严重。(完)
