  蓝皮书通过近两万份调查问卷,从医疗、住房、教育、交通等九个方面对中国38个主要城市基本公共服务能力进行全面评价和深入研究,发布了2013年全国38个主要城市的满意度评价情况及各排行榜。


  在交通方面,蓝皮书指出,2013年主要城市交通拥堵程度保持高位,略有加剧。2013年有83.92%的市民感觉堵车,2012年83%的市民感觉堵车。蓝皮书指出,通过对全国38个城市的问卷调查显示,有16.51%的人表示非常堵;39.03%的人觉得比较堵,但还能承受;28.38%的人感觉所在城市交通有点堵;12.89%的人觉得不堵车,但车辆缓行;仅有3.9%的人表示所在城市公共交通很顺畅。

  北京出租车调价后打车难缓解 天津人打车最易


  蓝皮书指出,19843份问卷调查结果显示,在全国范围内,打车难情况更趋严重,打车时间越来越长。2013年,等待十分钟以上的情况达68.60%。2012年,这个数字只有53.77%。


  蓝皮书显示,通过对全国38个城市的问卷调查显示,有9.91%的人表示打车很难,通常需等待半小时以上;26.52%的人表示打车需等待20-30分钟;32.17%的人表示打车需要等待10-20分钟;24.66%的人表示需要等待5-10分钟;选择5分钟以内的人仅占总体样本的6.74%的。可见,打车难问题依然严峻。

  交通乱象:黑车现象、“中国式过马路”较普遍


  蓝皮书指出,调查显示黑车现象较为普遍。其中有10.32%的人表示所在城市黑车非常多;27.30%的人表示所在城市黑车比较多;36.03%的人表示会偶尔碰见黑车;13.59%的人表示所在城市没有黑车,另有12.76%的受访者表示对黑车问题不清楚。


  调查显示,长春市民感觉黑车问题最轻,黑车问题较轻的前10城市依次是长春、拉萨、西宁、哈尔滨、青岛、海口、杭州、成都、宁波、南昌。


  此外,蓝皮书指出,市民的交通素质有待提高。“中国式过马路”(行人闯红灯)较为普遍,被调查的19843人中,只有7.62%的人没有中国式过马路的行为,有69.43%的被访者认为该现象经常存在或非常普遍,这表明中国主要城市行人闯红灯现象严重。(完)
