会议指出，2013年全省上下在省委的坚强领导下，统筹推进稳增长、调结构、强区域、促改革、惠民生等各项工作，经济社会发展总体平稳、稳中有进、稳中向好，实现了良好开局。做好2014年工作，要全面贯彻党的十八大和十八届二中、三中全会精神，以习近平总书记视察山东重要讲话为指引，认真落实省委各项部署，坚持稳中求进工作总基调，把改革创新贯穿于经济社会发展各个领域各个环节，着力推动工作指导重大转变，坚决打好转方式调结构攻坚战，加快经济转型升级；做好保障和改善民生、创新社会治理大文章，加快健全基本公共服务体系，进一步织好保障民生安全网；全面深化改革、扩大开放，切实转变政府职能，激发市场活力，提高经济发展质量和效益，促进经济持续健康发展和社会和谐稳定，推动经济文化强省建设取得新的进展。
会议强调，要大力实施积极的财政政策，深入推进财税体制改革，加快构建全面规范、公开透明的预算制度，提高财政资金使用绩效。2014年财政收入预算编制要实事求是、积极稳妥、留有余地，着力提高财政收入质量；支出预算编制要突出重点、有保有压，盘活存量、优化增量。加快健全“全口径”政府预算体系，加大预决算信息公开力度，2014年全面公开省级财政总预决算、部门预决算和“三公”经费预决算。严格厉行节约，大力压缩一般性支出。规范专项资金管理，调整优化资金投向，将产业、科技以及区域发展等方面用于竞争性领域的投入，调整用于规划编制、创业补助、创新奖励、人才引进、教育培训、节能减排以及公共服务平台建设等领域。完善转移支付制度，提高一般性转移支付比重。强化各类政府资金统筹，着力盘活财政存量资金。积极推进预算绩效管理，形成“花钱必问效、无效必问责”机制。
会议听取了全省安全生产工作情况汇报。会议指出，要牢固树立以人为本、安全发展理念，比以往任何时候更加重视安全生产工作。深入开展“安全生产责任落实年”活动，建立完善安全生产责任体系，全面落实企业主体责任、部门监管责任和属地管理责任，确保责任到人。坚持预防为主、标本兼治，深入开展“打非治违”活动，深化道路交通“平安行·你我他”行动，突出隐患排查治理和专项整治，增强安全检查专业性、针对性和实效性，依法严肃事故查处和责任追究，有效防范和坚决遏制重特大事故，促进全省安全生产形势稳定好转。
