据介绍，自去年下半年以来，石家庄市共查结商业贿赂案件164起，涉案金额4314.22万元，受到刑事处罚21人，给予党政纪处分17人，罚款389.10万元，没收392.88万元。
石家庄市治理商业贿赂领导小组办公室就2012年下半年以来全市查处的石家庄市裕华区住房保障局原局长王广岭受贿案等9起典型商业贿赂案件进行了通报。
一、石家庄市裕华区住房保障局原局长王广岭受贿案。
王广岭在担任裕华区住房保障局局长期间，负责裕华区2008年至2010年“三年大变样”城市景观综合治理工程—平改坡工程。自2008年年底至2011年，王广岭利用主管工程发包和拨付工程款的便利，多次收受贿赂人民币现金共计103.2万元，收受购物卡价值人民币合计8000元。案发后，王广岭在承认司法机关已掌握的其收受三名承包商9万元贿赂的事实后，又主动交代了其收受其他承包商贿赂共计95万元的犯罪事实，并退缴了全部赃款。2012年10月10日，裕华区人民法院以受贿罪判处王广岭有期徒刑十年，赃款予以没收，上缴国库。
二、石家庄市桥西区北杜社区居委会原副主任赵建增受贿案。
赵建增在任桥西区北杜社区居委会副主任期间，协助政府进行城中村改造工作。2010年12月29日，北京昊景时代置业有限公司石家庄分公司总经理尚某为达成合作意向，将本公司现金200万送给时任桥西区北杜社区居委会副主任的赵建增。2012年6月19日，新乐市人民法院以赵建增犯国家工作人员受贿罪，一审判处其有期徒刑十年。2013年8月23日，石家庄市中级人民法院二审裁定驳回上诉，维持原判。

四、原华北制药股份有限公司销售分公司普药浙江办事处主任赵保林受贿案。2010年6月至2012年3月，赵保林在担任华北制药股份有限公司销售分公司普药浙江办事处主任期间，利用职务之便，多次收受业务单位杭州萧山保康医药有限公司业务经理庄某给予的贿赂现金共计1439601元，据为己有。现已追回1400000元。2012年12月5日，长安区人民法院以非国家工作人员受贿罪，判处赵保林有期徒刑七年，另赵保林还犯有职务侵占罪，判处有期徒刑三年，决定执行有期徒刑九年。
五、原石家庄高新区留村乡郝家营村村委会委员、治保主任郝建辉受贿案。2009年12月，石家庄高新技术产业开发区长江大道东延拆迁，高新区管委会工程建设指挥部委托留村乡郝家营村村委会负责清理该村拆迁垃圾。清理垃圾费用由区财政统一拨付，由该村负责与相关人员结算。2010年4月25日郝家营村村委会与该村村民郝建省签订了《长江大道东延拆迁垃圾处置委托协议书》，经郝家营村民委员会研究决定，由时任郝家营村村委会委员、治保主任的郝建辉负责拆迁垃圾清理工作。郝建辉于2011年1月22日，以“提成费”的名义向郝建省索要人民币50000元。2012年12月7日，石家庄高新技术产业开发区人民法院一审以受贿罪，判处郝建辉有期徒刑五年六个月。石家庄市中级人民法院于2013年1月31日二审裁定驳回上诉，维持原判。
六、原井陉县扶贫开发办书记、副主任高聚生受贿案。2010年下半年，井陉县扶贫办向杨家沟村预拨扶贫养鸡款50000元。高聚生利用职务之便，通过当时杨家沟村党支部副书记、主管村务工作的杨某向杨家沟村索要现金10000元，其行为已构成受贿罪。井陉县人民法院于2012年11月29日一审以受贿罪，判处高聚生有期徒刑一年九个月。石家庄市中级人民法院于2013年5月15日二审裁定驳回上诉，维持原判。
七、原赞皇县南水北调工程建设委员会办公室(简称赞皇县南水北调办公室)副主任蔺发杰犯单位受贿罪案。蔺发杰于2010年1月担任赞皇县南水北调办公室副主任，其在负责南水北调水井恢复工程期间，赞皇县南水北调办公室分别与柏乡县王家庄抗旱打井队、元氏县槐阳抗旱打井队及高邑县的王军强三家签订了15口水井的钻井施工合同。蔺发杰与这三家的负责人分别商定，按照合同约定，钻井工程款按每米737元结算，在拨付钻井款后，赞皇县南水北调办公室每米收107元回扣。2010年10月至2011年10月期间，蔺发杰共计收受三家回扣款人民币648825元。赞皇县人民法院于2012年11月22日一审以单位受贿罪，判处蔺发杰有期徒刑一年。另蔺发杰还犯有滥用职权罪，被判处有期徒刑一年；犯有挪用公款罪，被判处有期徒刑七年。数罪并罚，决定判处有期徒刑九年。石家庄市中级人民法院于2013年1月17日二审裁定驳回上诉，维持原判。
八、原华北制药集团国际贸易有限公司业务员张勋受贿案。2007年1月至2011年下半年，张勋在华北制药集团国际贸易有限公司任业务员期间，趁其负责采购药品外包材料和药用胶囊壳之机，收受业务单位给予的贿赂款共计人民币95350元。2012年12月6日，长安区人民法院以非国家工作人员受贿罪，判处张勋有期徒刑三年，缓刑四年。
九、原石家庄市桥西区宫家庄村村委会主任宫金全受贿案。2007年，在时任石家庄市桥西区宫家庄村村委会主任的宫金全的同意、支持下，决定委托石家庄合利瑞佳房地产投资顾问有限公司代建宫家庄村民住宅楼。在宫家庄村民住宅楼建设期间，宫金全借为其儿子办婚宴的机会，非法收受合利公司人民币3万元，后用于其个人及家庭花费。2008年6月初，非法收受合利公司人民币20万元。2012年9月22日，桥西区人民法院以非国家工作人员受贿罪，判处宫金全有期徒刑三年，缓刑三年。(完)
