今天，中国社会科学院马克思主义研究院、华图政信公共管理研究院、社会科学文献出版社联合发布2013年《公共服务蓝皮书》。蓝皮书通过近两万份调查问卷，从医疗卫生、公共住房、公共交通、公共安全、社保就业、基础教育、城市环境、文化体育、公职服务等9个方面，对全国38个主要城市的基本公共服务力进行全面评价和深入研究。
在蓝皮书基本公共服务的9项要素调查中，北京在“公共住房满意度”、“医疗卫生满意度”、“文化体育满意度”三个分项中进入全国前十位，“公共住房满意度”排名第四，另两项排第五位。
对于全国都关注的空气污染问题，蓝皮书问卷调查显示，31.2%的调查对象对空气质量不满意，34.81%的调查对象对空气质量满意，33.99%的被访者表示空气质量一般。

公共服务满意度拉萨得分最高
蓝皮书指出，通过对2013年调查数据的科学计算，我国38个主要城市基本公共服务满意度评价排名前十的分别是拉萨、南京、海口、厦门、长春、宁波、青岛、西宁、长沙、杭州。其中，拉萨市得分最高。蓝皮书数据显示，2013年，公共服务总体满意度为58.71分，相较于2011年54.03分有明显提升，但公共服务总体满意度较低。表明在人口过度集聚，城市承载力不足，公共服务资源有限的情况下，我国大中城市公共服务提升遭遇瓶颈。从提升公共服务的角度来说，要按照十八届三中全会的要求，“合理确定大城市落户条件，严格控制特大城市人口规模”，实行梯度城镇化战略，控制大城市和特大城市的人口规模势在必行。

群众最关注医疗交通住房社保
蓝皮书数据显示，2013年医疗卫生、公共交通、公共住房、社保就业4项的群众关注度居前四位，其中医疗卫生的要素关注度居9项要素关注度之首。医疗卫生和公共住房已经连续三年居群众关注度前三位。
蓝皮书指出2013年主要城市交通拥堵程度保持高位，略有加剧。2013年有83.92%的市民感觉堵车，2012年83%的市民感觉堵车。
通过对全国38个城市的问卷调查显示，有16.51%的人表示非常堵；39.03%的人觉得比较堵，但还能承受；仅有3.9%的人表示所在城市公共交通很顺畅。
公共交通最顺畅的10个城市依次为拉萨、海口、珠海、西宁、长沙、银川、南京、哈尔滨、成都、厦门。乌鲁木齐、郑州、贵阳、济南、昆明等城市垫底。

2013年公众对公共住房满意度最低，只有53.61分。
调查问卷显示，22.16%的人认为本城市房价调控没有影响，房价依然快速上涨，仅1.54%的被访者认为本城市的房价调控很有影响，房价下降了很多。
有59.57%的调查对象认为政府对房价的宏观调控有影响，但只有15%左右的人认为房价有所下降，四成左右的调查对象认为房价调控的影响在于控制了房价的过快增长。
蓝皮书指出，房价租赁监管存在漏洞，五成以上市民认为监管不到位，表示曾经遭遇租赁陷阱。

调价后北京打车难有一定缓解
问卷调查显示，在全国范围内，打车难情况更趋严重，打车时间越来越长。2013年，等待十分钟以上的情况达68.60%，2012年，这个数字只有53.77%。北京实行出租车价格弹性调整机制后，打车难情况得到一定缓解，名次由28上升为15。打车最容易的10个城市依次是天津、上海、拉萨、深圳、大连、长沙、南京、青岛、银川、南昌。
蓝皮书同时显示，黑车现象在全国都较为普遍。黑车问题较轻的前10城市依次是长春、拉萨、西宁、哈尔滨、青岛、海口、杭州、成都、宁波、南昌。
另外，蓝皮书调查显示，拉萨市民安全感最强，公众对偷盗、抢劫的担心程度要高于诈骗、性骚扰和被尾随。

食品安全
食品安全感得分最高的哈尔滨市也只有63.94分。非常担心食品安全的人占受访者比例的9.33%，比较担心的人占38.48%，对食品安全非常放心的受访者占比仅为2.35%。
中国式过马路
近两万被调查者中，只有7.62%的人没有中国式过马路的行为。近半数人表示，过马路不看交通指示灯的情况“经常会有”，21%的人表示这种现象“非常普遍”，近23%的人表示偶尔会有这种不遵守交通规则的行为。
信息泄露
21.25%的人表示经常遭遇信息泄露，50.46%的受访者表示偶尔会遭遇信息泄露，只有28.30%的公众表示信息未被泄露过。个人信息泄露问题严重，个人信息安全工作亟待加强。
养老保险
51.81%的调查对象认为本城市的养老保险覆盖面窄，57.64%的调查对象认为养老保险报销复杂，31.71%的调查对象对养老服务不满意，22.44%的调查对象对养老服务满意。养老服务水平亟待提高。
