个人信息泄露问题严重 拉萨市民安全感最强
这项由19843份有效问卷组成的调查显示，拉萨市民安全感最强。细察调查数据可见，在安全感方面，公众对偷盗、抢劫的担心程度要高于诈骗、性骚扰和被尾随。
此次调查还关注了近年来持续引发关注的食品安全问题，结果显示，近五成公众对食品安全表示担心或非常担心，对食品安全非常放心的受访者仅占2.35%。
此外，蓝皮书还对个人信息泄露问题进行了专门调查。其中，21.25%的人表示经常遭遇信息泄露，50.46%的受访者表示偶尔会遭遇信息泄露，只有28.30%的公众表示信息未被泄露过。由此可见，个人信息泄露问题严重，个人信息安全工作亟待加强。
公众对公共住房满意度最低 房价租赁监管存漏洞
蓝皮书指出，2013年，公众对公共住房满意度最低，只有53.61分。在城市基本公共服务满意度评价指标体系涉及的9大基本要素中，城市环境得分最高，为63.65分；其次是文化要素，为61.91分；社保就业和医疗卫生两个要素的满意度，分别为60.07分和60.48分。
调查显示，59.57%的调查对象认为政府对房价的宏观调控有影响，但只有15%左右的人认为房价有所下降，四成左右的调查对象认为房价调控的影响在于控制了房价的过快增长。
蓝皮书进一步指出，房价租赁监管存在漏洞，五成以上市民认为监管不到位，表示曾遭遇租赁陷阱。
空气质量满意度拉萨最高 北京济南等位列倒数
调查显示，31.2%的调查对象对空气质量不满意，34.81%的人满意，33.99%的人则表示一般。
基于调查数据得出的中国主要城市空气质量满意度排行榜中，拉萨居于首位，北京、石家庄、郑州、济南位列倒数，得分均低于50分，其中济南仅得42.15分，与拉萨相差46.10分。
蓝皮书进一步分析了造成当前中国城市空气质量问题的原因，一是能源结构不合理，能耗高，能效低；二是机动车数量持续快速增长，尾气排放的污染程度加重；三是经济发展方式粗放，产业结构较为落后；四是相关监测和管控措施不完善，制度建设不到位。此外，地形特征等也是重要客观因素。
仅28.45%被访者对摊贩管理效果不满意
调查显示，2013年，城市摊贩管理问题得分最高城市为拉萨，最低为汕头市。排名进入前10位的城市中，有9个为东部城市，说明当前东部城市对城市摊贩的管理水平明显高于中西部。
调查结果显示，28.45%的被访者对本城市摊贩管理效果表示不满意，32.97%的人表示满意，38.57%的人则表示一般。由此，蓝皮书指出，网络上曝光的城管污名化现象有被放大之嫌。
“城管污名化的根源在于城管部门与管理对象的矛盾和冲突，两者的矛盾和冲突具有深刻的体制性原因，即城管部门的权责不对等。”为此，蓝皮书主编、中国社会科学院马克思主义研究院经济与社会建设研究室主任钟君分析称，应通过制度化方式，理顺城管体制，特别在摊贩管理中要做到疏堵结合。
在公共产品价格中，公众认为公交价格相对较低
近来，北京地铁拟调价的相关消息引发极大关注。记者注意到，此次调查涉及包括生活用水、用电、用气和公共交通等城市基本公共产品的价格满意度。
调查显示，全国总样本对这一问题的满意度得分为54.31分，表明中国公共产品价格不太符合公众预期。其中，乌鲁木齐以64.64分位列“主要城市公共产品价格满意度得分排行榜”第一位。
蓝皮书指出，各类公共产品的价格相比较，公众认为公交价格相对较低。记者看到，在“公共交通费满意度排名榜”中，乌鲁木齐、南京、呼和浩特、拉萨、北京居于前五名。(完)
