12月12日19时10分左右，一声巨响引起广大群众的关注和猜测，部分网民在网上发帖询问、议论。
“我们时时关注网络上的相关动态，发现这个‘苗头’后，立即于当晚8点20分在贴吧上发布《关于我县突现“一声巨响”的说明》，提醒网友在未明真相之前勿制造和散布谣言。”县公安局网警大队相关负责人说。
当晚9点30分，政府办网络发言人发布《我县境内发生一起飞机失事事件》权威消息，并明确“当地群众没有人员伤亡”。群众及时了解到了“巨响”的事件真相。
然而，仍有一网民不顾事实，于当晚10点41分在某贴吧发布消息称“一驾苏30战机在安吉报福坠毁，并发生大爆炸，飞行员牺牲，数十无辜百姓伤亡”。
“这个虚构信息的帖子当时吸引了很多网民关注，造成负面影响。”网警大队相关负责人说，经查找发现，发帖人是本地人石某。
12月13日，公安机关传唤违法行为人石某。石某交代，他看到网民在热议飞机失事事件，也想发一个“吸引人眼球”的帖子，以此“赚取经验”，于是通过手机编辑虚假信息，并在贴吧上发布。
当时了解事件真相的网民劝石某赶紧删掉散布虚假信息的帖子，但石某不以为然，直到公安机关传唤时，他才后悔莫及。
“石某的行为已经违反了《治安管理处罚法》的相关规定，公安机关依法对其作出治安处罚，并对其进行批评教育，他也认识到了错误，并表示今后上网遵纪守法。”办案民警说。
警方提醒广大网民，上网要遵守国家相关法律法规，理性发帖，否则要承担相应的法律责任。

治安管理处罚法》第二十五条：有下列行为之一的，处5日以上10日以下拘留，可以并处500元以下罚款；情节较轻的，处5日以下拘留或者500元以下罚款：
(一)散布谣言，谎报险情、疫情、警情或者以其他方法故意扰乱公共秩序的；
(二)投放虚假的爆炸性、毒害性、放射性、腐蚀性物质或者传染病病原体等危险物质扰乱公共秩序的；
(三)扬言实施放火、爆炸、投放危险物质扰乱公共秩序的。
短评：网络发帖岂可乱来
近期我县境内发生一起飞机失事事件，明知有关部门已及时发布相关说明和事件真相的权威消息，仍有网民为博取眼球、哗众取宠，编造并散布与事实完全相悖的虚假信息，造成一定的负面影响。殊不知，这种散布谣言的行为已然违反有关法律法规，石某受到处罚是咎由自取。
网络是迅速传播信息的有效工具，但绝不是散布谣言的不法之地。这次虽然只是石某个人受到应有处罚，但石某的教训也给广大网民朋友及时提了一个醒，敲响了一次警钟。上网发帖、跟帖、发布信息，一切网络行为都必须以事实为依据，以不触犯法律为底线。面对突发事件和社会热点，在事实真相未明或尚未得到有关部门证实之前，决不可不顾事实、随意捏造所谓“真相”，更不要信谣传谣、以讹传讹。
网络非法外之地，网络上的违法行为一样要受到法律惩罚。遵纪守法，文明上网，理性“发言”，这是一个现代公民应有的素养。(学芳)
