需写“检讨”才能恢复功能
12月8日，在上海开完学术会议的张老师，准备用信用卡购买返广州的机票，但是手机却一直收不到验证码，“我身上带的现金又不够，当时真的很尴尬”。
张老师说，他立即致电相关通信公司的客服询问，对方的答复是，短信业务已经被停。
9日下午，张老师来到某营业厅要求解决问题。客服人员解释，通过查询发现，张老师使用的号码发出过一条关于某APP的广告短信，严重影响了公司的利益，因此被停掉短信服务。
“我从来都没有听说过这个APP，更不可能发送这种短信。”不过，客服人员解释称，张老师的手机可能中毒了。但张老师坚持认为，他的号码是实名制办理的，而且有加密软件，不可能被别人侵入。

盗取号码发垃圾短信成不法分子作案新渠道

“伪基站”即假基站，是实施电信诈骗的新科技，能够搜索以其为中心、一定半径范围内的手机卡信息，盗用他人手机号码强行向用户手机发送诈骗、广告推销等短信息。
“虽然张老师坚信自己的号码不可能被盗用，但对于从事计算机、手机相关工作的人来说，就很容易。”暨南大学光电工程系陈长缨教授透露，盗用他人号码发送垃圾短信，在技术上非常容易实现。
业内人士分析，目前，这种发送垃圾短信的渠道日趋普遍，由于具有流动性和隐蔽性，打击比较困难。而一些投诉者则提出，号码被盗用发送垃圾短信，机主短信功能不但要被停，而且还要无辜地签“认错书”或“检讨书”，这种监管和处罚办法明显还存在漏洞。
“而就目前的情况，工信部的治理措施和相关政策规定，也只能将处理的源头追踪到手机号码的登记持有者。”陈长缨教授说，作为通信运营商，一旦发现垃圾短信，他们有责任找到源头，找到短信发出号码，最方便的处理办法就是将该号码的短信服务停掉。
如何才能处罚垃圾短信的真实发送者？一种解决办法是通过技术寻找到发送短信的源头。从目前的技术层面上说，找到垃圾短信发出的号码并不能确认发出短信的手机和机主，监管起来确实存在漏洞和难度，要查到准确的源头还需要特殊的技术手段。“这在技术上有一定的困难，不是没有办法实现，但是代价太大。”陈长缨说。
