中国移动正在进行战略转型，转型最重要原则就是开放和分享，目前包括社会渠道、终端厂商、内容提供商等与中国移动建立合作关系企业已超过100万家，2013年手机补贴将超过270亿、内容提供商分成超过200亿，还有渠道酬金等，应该说这块蛋糕是非常大的，而且每年还在增长。
奚国华董事长表示：明年年底基站总数将超过50万。“过去4G是未来，今天4G是现实”。网络方面，中国移动的目标是建成全球最大的4G网络，目前正在加快推进网络部署，明年年中预计100个城市具备4G商用条件；至明年年底，超过340个城市的客户可享受中国移动的4G服务。
在终端方面，计划明年销售超过1亿部的TD-LTE终端！预计明年4G手机种类将超过200款，同时将推出4G千元智能机、自主品牌4G手机等终端产品。在应用方面，中国移动将打造面向4G客户的融合通信服务和特色应用。
2014年，中国移动TD终端销售目标是1.9-2.2亿部（包括1亿部TD-LTE终端），其中裸机销售占比超过50%。公司将继续加大资源投入力度，努力和生产厂家、销售渠道一起，共同推动TD-S、TD-LTE手机终端的销售。
