文化部此次整治的重点，一是部分手机游戏平台违规运营含有“赌场”字样、诈金花类、梭哈类、六合彩类等涉嫌宣扬赌博的手机游戏；二是部分手机游戏在运营过程中以随机抽取等偶然方式，诱导网络游戏用户采取投入法定货币或网络游戏虚拟货币方式获取网络游戏产品和服务；三是部分企业未经批准擅自从事手机网络游戏的经营活动。

文化部办公厅关于开展第十九批违法违规
互联网文化活动查处工作的通知
各省、自治区、直辖市文化厅(局)，新疆生产建设兵团文化广播电视局，西藏自治区、北京市、天津市、上海市、重庆市文化市场(综合)行政执法总队：
为进一步加强网络文化市场监管，规范经营行为，净化社会文化环境，根据《互联网文化管理暂行规定》(以下简称《规定》)和《网络游戏管理暂行办法》(以下简称《办法》)等有关规定，文化部决定开展第十九批违法违规互联网文化活动查处工作。现就有关事项通知如下：
一、经初步核查，优视科技有限公司广州分公司(平台名称：“九游平台”)、北京奇虎360科技有限公司(平台名称：“360手机助手”)等10家单位(见附件1)，在其手机游戏平台上运营多款含“赌场”字样、扎金花类、梭哈类、六合彩类游戏，涉嫌违反《办法》第9条的规定及《公安部、信息产业部、文化部、新闻出版总署关于规范网络游戏经营秩序查禁利用网络游戏赌博的通知》(公通字〔2007〕3号)的要求，含宣扬赌博等禁止内容，请相关文化市场综合行政执法机构核实情况，并责令违规单位于2013年12月31日前整改完毕，逾期仍未整改的应依法予以查处。
二、接群众举报，经初步核查，北京乐动卓越科技有限公司(游戏名称：《我叫MT Online》)、上海纵游网络技术有限公司(游戏名称：《逆转三国》)等8家单位(见附件2)，涉嫌违反《办法》第18条的规定，在运营网络游戏过程中以随机抽取等偶然方式，诱导网络游戏用户采取投入法定货币或网络游戏虚拟货币方式获取网络游戏产品和服务，请相关文化市场综合行政执法机构核实情况，并责令违规单位于2013年12月31日前整改完毕，逾期仍未整改的应依法予以查处。
三、经初步核查，杭州讯盟科技有限公司等8家单位(见附件3)，涉嫌违反《办法》的规定，未经批准，擅自从事网络游戏经营活动，请依法予以查处。
四、经初步核查，玫瑰MP3音乐网等47家网站(见附件5)涉嫌违反《规定》，未经许可或备案，擅自提供网络音乐产品的播放、试听、使用和下载等服务，且涉嫌提供未经著作权人许可的音乐产品，请依法予以查处。
五、请有关省(区、市)文化行政部门和文化市场综合执法机构根据附件所列网站和单位的查处地开展查处工作，并按照《关于印发<互联网站管理协调工作方案>的通知》(信部联电〔2006〕121号)和《关于建立境内违法互联网站黑名单管理制度的通知》(工信部联电管〔2009〕371号)的规定，积极会同通信管理等部门，落实对违法违规网站或单位的行政处罚。经查证属实的无证动漫、音乐网站一律提请通信管理部门予以关闭取缔。
六、请有关省(区、市)文化行政部门和文化市场综合执法机构于2014年1月31日前向文化部文化市场司报送相关网站和单位查处情况的书面报告。
