“在网络高度发达的今天，互联网几乎无孔不入，规范网络行为刻不容缓，立法应及时跟进。”韩玉胜建议，通过刑法修正案形式补充罪名，对“人肉搜索”以及网络上其他违法行为进行规范，明确罪名，这样便于司法实践中统一操作。
