　　东南大学经济管理学院名誉院长华生12月15日在“2013三亚•财经国际论坛”上说：“新型城镇化的核心改革是改户籍，新型城镇化提的基本出发点就是改变这个城市化只要土地不要人，就是要改变这个农民工进城之后的身份仍然没有变，要真正的可融入的城市化。”
