今年60多岁的游林夫，从1997年到2001年承包了秀峰乡政府的食堂，乡政府的工作人员从最初的十几个人到后来的几十个人，一日三餐都以记账的形式，不过年终并未按期付足款项。
每年年底，乡领导都只支付千余元，与实际消费的数额相差甚远。“有时，上面有领导下来检查，乡领导也会在食堂招待他们，每次炒菜都得花不少钱，也都是记账。”游林夫说。
承包食堂3年多时间里，游林夫共被拖欠5万元，经过每年年底的追讨，如今乡政府还欠着老游3万多元。“我这房子盖起来才花了4万元。”游林夫有点无奈地说，现在只希望钱能早点讨回来，但价值已远不及当年。
那么，秀峰乡政府到底欠了村民多少债务？又是什么原因让秀峰乡政府迟迟无法将债务还清呢？记者带着疑问采访了秀峰乡党委书记李明聪，他表示，“钱大多是2002年以前欠下的，大概有几十万，具体欠了多少人，总额多少都是前几任欠下的，现在账目全部已经通过了审计并封存，不好统计。”
记者了解到，2002年以来，秀峰乡已经历了三届政府更替。
已在秀峰工作12年的李明聪坦言，1993年到1999年期间，乡里响应号召，集中财力搞好教育“两基”(基本普及九年义务教育和基本扫除青壮年文盲的简称)和“先行工程”，使得原就捉襟见肘的财政“雪上加霜”。
记者了解到，秀峰乡地处闽粤两省三县交界，西北毗永定县，西南与广东大埔县衔接，辖10个行政村，总人口近两万人。全乡以农业为主，工业几乎为零，接近60%人口在外打工，人均年收入仅4563元，属贫困乡镇。
李明聪说，水力发电是当地的支柱产业，2012年全乡年财政收入仅30多万元。受制于区位、山区、基础薄弱等因素，秀峰近年来的发展不尽如人意。“现在是这样，以前就更用不说了，我们也很明白欠的都是群众的心血钱”。
虽然近年来乡政府为还清债务正不断努力着，但仅靠每年年底的“零打碎敲”显然不能解决村民们的忧虑。“家里房子都盖起来都5年了，装修后还欠着8万元工程款。”游青绿一家5口，两个老人还需要他赡养。
为了彻底解决与村民的债务纠纷，乡政府日前已召集了游林夫、游青禄等村民座谈，并承诺在2至3年之内还清欠款。
