“整治下不了决心、拉不下情面致酿火灾”

李春生强调，要抓住重点，全面开展消防安全大排查大整治。对不具备消防安全条件的，一律立即责令停止使用；对具备消防安全条件、但存在违规住人的，一律立即迁出住宿人员、并拆除住宿设施；具备消防安全条件、也不存在违规住人的，要实行综合治理并依法依规办理相关手续。
针对高层、地下建筑，要重点检查是否依法投入使用，是否擅自改变防火分区，建筑消防设施是否完好有效，消防控制室值班人员是否持证上岗并熟练掌握操作程序等内容。
要建立防止违规住人现象回潮、反弹的有效措施，对违规住人场所，出现回潮现象或拒不迁出的，一律对其予以查封。针对老城区和城中村，要重点检查是否存在消防车通道、防火间距不足，公共消防设施建设滞后，出租屋消防安全条件达不到要求、管理混乱等问题，对不具备消防安全条件的场所和出租屋，一律不予经营和出租。

建业大厦将何去何从？建筑专家分析称——
大厦承重主体受损加固不如重建
首场大火一烧就烧了12个小时，后续还曾经复燃，建业大厦的结构安全是否会受到影响？对此，新快报记者昨天请教了华南理工大学土木与交通学院教授张原。
张原说，高楼目前主要有两种结构，一种是钢混结构，一种是钢筋混凝土结构。钢混结构的形式是柱子里面是混凝土，外面是钢管包裹；钢筋混凝土结构则是柱子里面是钢筋，外面由混凝土包裹。
钢混结构的钢管外面会做防火层，一般是刷防火涂料，如果过火时间长，烧到了钢管，对柱子的承重有很大影响；钢筋混凝土结构过火时间长的话，会首先导致混凝土碳化，严重一点会导致钢筋软化，同样会对柱子承重有大的影响。由于我国的房屋设计抗火标准的极限为4个小时，但此次大火持续超过了12个小时，对于建业大厦的主体结构多少会有损伤。具体需要由专业的检测机构对柱子、梁、楼板等进行检测鉴定，才能判定结构方面是否安全。
“从目前的情况来看，原楼加固的费用还是要比拆除重建的费用高。”张原解释，经历大火后，楼里很多柱、梁的承载力会大打折扣。无论是钢混结构还是钢筋混凝土结构，重新加固的功夫很多，费用比直接重新做都要高。例如，如果是钢混结构的修补，需要在钢管外粘贴钢板、碳纤维布，如果是损伤到里层的混凝土，还需要凿除过火后碳化、膨胀的混凝土，再浇铸。他认为，在成本高昂的情况下，加固不如重建。
大厦内部消防系统是失效还是“真空”？

发生火灾的大厦于1993年由广州市建业房地产发展有限公司投资兴建。1998年因开发商资金问题不能正常运作，致使主体工程完工后烂尾。之后，开发商委托广州市信龙企业管理有限公司管理。对于大厦是不是根本没有按规定安装内部消防系统，广州市消防部门称，这有待火灾调查进一步查明。
