  根据2012年12月1日起施行的《气象设施和气象探测环境保护条例》,在国家一般气象站观测场周边800米探测环境保护范围内禁止修建高度超过距观测场距离1/8的建筑物、构筑物;在观测场周边200米范围内禁止设置垃圾场、排污口等干扰源;在观测场周边100米范围内禁止修建铁路;在观测场周边50米范围内禁止挖筑水塘等;在观测场周边30米范围内禁止修建公路、种植高度超过1米的树木和作物等。


  业内人士透露,对于一些现在还没法解决的周围环境“破坏”问题,政府部门可以协调帮助气象观测站重新选址搬迁,但这不是一个简单的事情。“气象观测站选址对周边环境的要求很高,要在全市范围内分布均匀,站点设置还要有一定的代表性,周边一定范围内不能有遮挡等。”该人士表示,相比之下更重要的是应该建立一种长远机制,督促气象观测站周边的规划和建设与气象部门沟通后再进行,尽量减少对气象观测站的破坏。


  此外,林克庆透露,目前首都气象预报预警核心科技水平难以满足精细化预报需求,明显落后于发达国家和先进地区。如区域数值天气预报模式国外已达到1公里、1小时分辨率,北京目前只有3公里、3小时分辨率;而北京分区县预警业务则刚起步,灾害预警信息发布能力不足。
