此前一日，财新传媒报道称，温青山遭有关部门协助调查。这是8月中石油反腐风暴后，首位遭协查的中石油高管，是否意味着反腐风暴第二波行动已经启动，尚不得而知。
现年55岁的温青山，在中石油财务系统拥有近30年的工作经历。现任中国石油监事、中石油控股的昆仑银行董事和昆仑信托董事长。今年8月27日，他由中石油集团派出，接替遭中纪委“双规”的李华林，出任中石油控股上市公司昆仑能源(00135.HK)董事局主席兼执行董事，以稳定市场信心。然而，几个月后，他也遭到有关部门协助调查。

大账房温青山
蒋洁敏担任中石油董事长后，温青山先后担任集团副总会计师兼财务部主任等职
温青山是中石油集团老人。他毕业于人民大学会计专业，其后又攻读北京大学国际MBA2006级的EMBA，拥有硕士学位和教授级高级会计师职称。
公开资料显示，1999年5月温青山就任集团财务资产部副主任，2002年5月升任主任，同年获聘为上市公司中国石油监事。2007年，蒋洁敏担任中石油董事长后，温青山先后担任集团副总会计师兼财务部主任等职，并于今年7月29日起担任总会计师、党组成员职务，并兼任集团财务资产部总经理。在此期间，温青山还兼任中石油控股的昆仑银行董事和昆仑信托董事长等要职，被业内称为蒋洁敏的“大账房”。
2007年，蒋洁敏接过前董事长陈耕的帅印，正式成为中石油的“一把手”，从此公司海外项目投资和国际贸易业务都进入了快速发展阶段：
2008年公司开始筹划进军伊拉克，并于2009年初提出了建设综合性国际能源公司目标，希望在全球建立覆盖中亚、非洲、南美、中东、亚太的五大油气合作区和辐射西、北、南、东的四大油气战略通道。
“当时的口径是，力争用8-10年时间，实现海外油气作业当量达到2亿吨规模”，上述石油业内人士回忆说。
为此，中石油大举向外投资，一举拿下伊拉克三大油田成为当地最大的石油开采商，并突入委内瑞拉，成为委内瑞拉重要的投资客。2010年后在中俄两国政府的推动下，中俄石油管道等两国重要能源合同也得以签署。
为了筹集巨额资金，中石油登陆A股、数度发行企业债券，“资金数额非常巨大，作为集团财务部主任、昆仑银行董事和昆仑信托董事长的温青山，应该十分熟悉这一时期集团资金流动情况”，上述石油业内人士说。
随着9月初蒋洁敏遭中纪委“双规”，过去一些腐败问题逐渐曝光，温青山作为“大账房”，配合调查是很正常的，“甚至有所关联的可能性也存在”，那位接近中石油的业内人士说。然而，由于相关案情至今尚未曝光，因此这种揣测也无从求证。
剑指海外业务？

此前，除蒋洁敏外，王永春、王道富、冉新权及李华林等遭“双规”的中石油高管都是集团国内业务的高管，然而随着温青山等遭有关部门协助调查，“反腐浪潮也许已经剑指海外业务了”，多位石油系统内部人士分析称。
中油国际是上市公司中国石油的全资子公司，于2002年1月18日注册成立，注册资金140亿元人民币。
中油国际承担着原油、成品油、石化产品、天然气等国际贸易业务和系统内境外仓储设施、炼化、加油站、运输工具为一体的油气运营中心和国内重要沿海口岸商业储备库和原油码头的建设和经管管理。目前其国际贸易业务已涉及80多个国家和地区，交易品种上百种。
在蒋洁敏五大合作区和四大战略通道的指示下，2007年后获得了飞速的发展，2012年贸易额达1635.32亿美元，较2007年的154亿美元增长超过10倍，更较2003年的19.85亿美元增长了近100倍，“年均增长63%”，中油国际网站称。同时，公司贸易量也大幅增长，从2007年的3000万吨暴增至2012年的2.07亿吨。
“石油产品是国际市场最大宗的交易产品，每年数万亿美元在这个市场中流动，石油期货交易、远期现货交易等交易方式层出不穷”，有熟悉国际贸易运作人士坦言，“不要说国内的‘土豪们’，就是美国证交所SEI等也经常顾此失彼，更何况，有些业务并非简单的市场行为，有人想从中牟利并非困难。”多位石油系统内部人士揣测，新的反腐方向瞄向了中石油的海外业务。
反腐或升级
温青山熟悉近些年中石油巨额资金的流向，更了解交易的细节
“从蒋洁敏遭双规，我就预料到整个行动将经历一个漫长的过程，因为中石油太大了，其业务领域覆盖面也太广了”，一位石油行业纪检干部坦言。
随着温青山被“抓”，或意味着反腐已进入了“第二波”。上述那位纪检干部认为，与海外业务相比，国内工程项目的腐败、收受贿赂都比较容易查实，因此先易后难，先对国内案件进行审理，对整个反腐的纵深挺进有利。“比如一些国内工程腐败案，只要核查当时账目、了解采购期相关产品市场公平价格，就很容易找到涉案人员的漏洞”。
因此随着温青山遭调查，标志着反腐升级了，开始向更高层面延伸——温青山熟悉近些年中石油巨额资金的流向，更了解交易的细节，这些“都不是王永春等分公司负责人可同日而语的。”(中国石油天然气集团公司副总经理兼大庆油田有限责任公司总经理王永春涉嫌严重违纪，目前正接受调查。)
“与国内反腐相比，国际贸易规则、交易方式等都是目前很多纪检人员不熟悉的领域，何况其中还有很多国家行为包含其中，更增加了审理的难度。”这位石油行业基层纪检干部称，未来将有涉及很多大宗的投资项目细节和巨额的国际贸易交易内情浮出水面，“结合前期获得的一些证据、证言，有利于突破相关涉案人员的同盟，从而为最终的反腐败成功奠定基础。”然而，他的这些揣测同样无法得到求证，本报记者将对此案保持持续追踪。(编辑 徐万国 陈龙)
