人民网北京12月18日电(胡挹工) 日前，上海通过微博与微信公众账号“上海发布”公布了上海市2011-2012年间，车牌拍卖的收入情况。2011-2012年上海市车牌拍卖收入共计118.12亿元，从1994年实施拍牌以来，上海市车牌拍卖收入总计已经超过300亿元，近两年增长迅猛。然而虽然上海市政府多次向外界表示要使收入支出透明化，但是至今未有具体公示出现。
从1994年开始，上海对中心城区新增私车额度通过投标拍卖的方式进行总量控制，开国内城市“限牌”先河。在上海政府看来，这一措施可以“控制新增机动车总量、缓解交通拥堵”。公开数据显示，1994年-2008年，上海车牌拍卖累计收入155.5亿；2009年-2010年收入合计67.45亿元。有媒体照此推算，截至2012年，上海实行车牌拍卖以来累计收入已超300亿元。
与拍牌收入增长速度相似的是公众对收入去向的关注。早在今年全国“两会”期间，上海市委书记韩正曾在上海市代表团全体会议上公开对拍卖牌照所得资金的用途作出回应，他表示，“这个收入应该向社会公开，现在我们在政府内部，像人大都有专门的报告，逐步应该向全社会公开。用途上，取之于交通，用之于交通，取之于社会，用之于社会。”

根据相关办法，广州市的车牌竞价收入资金纳入财政预算管理，实行“收支两条线”。广州市财政局称，要兑现竞价收入资金每一分钱都用于公共交通事业发展的政府承诺。
