“垃圾场扩建没把深圳纳入环评”
新京报：发起呼吁书的最初起因是什么？
敖建南：11月8日晚9点到11点，深圳福田、南山、罗湖、宝安的市民闻到了烧焦的气味，有人报了警，但警察、消防都不知道火源来自哪里，香港市民也不知道发生了什么。原来，香港打鼓岭垃圾分拣场突发大火，该垃圾场距离深圳1.5公里。香港垃圾场着火，深圳遭殃。该事件使大家意识到，环保问题上，深港已合为一体。
新京报：接下来呢？
敖建南：紧接着，香港特区政府计划把屯门垃圾填埋场在现有基础上扩建3倍，而这个填埋场距离深圳蛇口半岛不到10公里。填埋场的扩建，却没有把深圳纳入环保测评体系，这引起了深圳人的担心。
深圳常年风向是东南风，处在香港垃圾填埋场的下风向。填埋场的垃圾滤液如果处理不好，还会渗入深圳河。
此外，深圳蛇口的旅游业十分发达，计划建设大型的邮轮港口，非常繁华，如果一河之隔的对岸扩建垃圾填埋场，感官上也极不协调。
新京报：今天(17日)香港方面对我们回应称，填埋区设计运作符合国际标准。
敖建南：设计和运作符合国际标准，不代表前期论证符合国际标准。香港扩建垃圾填埋场，应该向深圳市民发布征求意见书，或者向深圳市政府发意见征求函，出具环境评估报告，征求深圳的意见。
新京报：对于扩建垃圾填埋场，香港市民是什么态度？
敖建南：本月13日，我到香港屯门调研时，附近的村民市民也对此游行示威反对。
“代表不做花瓶，此事尽职尽责”
新京报：深圳人大代表何时开始对此事做出反应的？
敖建南：早在11月11日，20位深圳市人大代表联名向市人大提交了“关于紧急呼吁深港两地政府采取积极有效措施防止香港垃圾污染的建议”。11月25日，深圳市长赴港参加深港合作会议，向香港政务司司长林郑月娥转交了代表们的建议。林郑月娥对“11·8事件”给深圳市民带来的影响表示“不好意思”，同时对深圳人大代表建议中的有关问题做出了积极回应。
新京报：后来的254名人大代表又是如何联络的？
敖建南：部分人大代表在当地人大网上发布了倡议，很快254名各级人大代表签署了《深港携手解决香港垃圾危害深圳的呼吁书》。12月16日，部分人大代表、政协委员、环保专家就深圳香港携手治理填埋垃圾问题，进行了研讨。
新京报：为何是由人大代表联合签名发布呼吁书？
敖建南：深圳各级人大代表奉行主动履职原则，不做“花瓶代表”。
新京报：人大代表的呼吁，是否代表了官方表态？
敖建南：虽然呼吁书上有很多人大代表签名，但这次研讨活动更多是一次民间行为，更多的是希望引起深港各方面对环保的重视。
新京报：媒体报道，呼吁书的发起人、深圳市人大代表杨勤说，如此大规模的人大代表共同签名倡议，在全国或算史无前例。你如何评价此次事件？
敖建南：除了254名人大代表的联名倡议，此前已有深圳人大代表收集民意，对民意进行讨论，还赴香港相关地区调研，并将建议转交给深圳市人大。可以这样说，在这件事上，深圳人大代表尽职尽责。
“深圳研讨会，香港应该不会回应”
新京报：除了发呼吁书，16日的研讨会还进行了哪些讨论？
敖建南：垃圾减量化、能源化是未来垃圾处理的方向，通过高规格的方式来减少垃圾污染，绝对不是垃圾填埋。在这一方面，深圳建立了焚烧发电厂以及无害化处理，应该走在了香港前面。
深圳和香港政府可以就垃圾处理方式建立一个良好的联动机制。
新京报：具体是什么样的联动机制？
敖建南：进行民间和议员、代表的互相联络；主要是环保部门等政府层面建立联络机制，不仅仅是通报消息，而是探讨环保的利害问题、未来的处理方向等实质问题。
新京报：香港方面会不会对此次研讨会进行回应？
敖建南：应该不会有任何回应。
新京报：有没有就垃圾处理问题直接向香港特区政府反映？
敖建南：12月13日，我专门到香港屯门垃圾填埋场调研，正好遇到了香港环境保护署署长黄锦星，我跟他反映填埋场的扩建将对深圳产生不好的影响，深圳居民也反对。
新京报：署长如何回复？
敖建南：黄署长表示自己也很无奈。他说在香港开展一个环保项目，搞环境测评要两三年，规划约七八年，建设四五年，全部完成需近二十年。
新京报：你对署长的回复满意吗？
敖建南：不满意。虽然香港特区政府的办事程序是如此，但这只是一种推辞手段。
新京报：深圳下一步将如何做？
敖建南：因为香港的民意很大程度上能够影响政府决策，所以我们更多地跟香港市民、村民和议员进行沟通。深圳有全世界先进的垃圾焚烧发电厂，我们可以邀请对方来参观深圳的焚烧发电厂。
新京报：最好结果是什么？
敖建南：继续联合两地的民众和学者，呼吁港府真正着眼两地的环境保护。也希望以环保合作为契机，加强深港在其他问题上的沟通与联合。

“对附近环境影响在既定标准”
……我们必须指出，香港特区内所有堆填区的设计及运作皆符合各项非常严格的环境表现指标及要求和国际标准。
……新界西堆填区(约等于深圳方面说的屯门垃圾场，编辑注)扩建计划及新界东北堆填区扩建计划的环境影响评估是根据香港特区“环境影响评估条例”进行，不涉及特区以外范围。
评估结果确认对范围内附近环境的影响会维持在既定的标准及指引内，更不用说范围以外的地方。香港特区“环境影响评估条例”下的环境影响评估方法及标准，在国际上亦得以认可……
