日前，民政部副部长窦玉沛就“弃婴岛”作出回应称，弃婴岛的设立，是基于生命至上、儿童权益优先的原则，与中国未成年人保护法的立法精神是一致的。
近日，《法制晚报》记者走进“婴儿安全岛”进行了探访。
弃婴多数惨遭外界再次伤害
“如果有一个安全温暖的地方，她就能拥有一个更好的未来。”
“设置婴儿岛之前，我曾接手过公安部门转送过来的一个弃婴，孩子用包袱包着，旁边有一个塑料袋，我以为是奶瓶或是有价值的文件，就去看，打开却发现那是孩子的肠子。就那么只用一个塑料袋装着露在外面，红红的、软软的让人心里发毛……”石家庄市福利院工作人员秦波回忆起此事，脸上写满了震惊。
韩金红也有同样的经历，90年代初，他担任石家庄市民政局法律顾问一职，亲眼看到了一名女婴的截肢，而原因是女婴被父母遗弃在寒冷的雪地里，被发现时下肢已经冻坏。
时至今日，虽然时间过去了20多年，韩金红每次回忆起这件事，都扼腕叹息，实际上这个孩子没有其他毛病，后来也长得聪明善良，“如果当时能有一个安全温暖的地方，她就不会这样，可能会拥有一个更好的未来。”
弃婴问题让人痛心。2007年，韩金红进入福利院工作，在韩金红印象中，福利院附近每年都能发现10多个弃婴，因为抢救不及时而错过最佳的医治时间，也有的很快死亡。还有一些婴儿身患疾病或残疾，常被扔在街头巷尾、荒郊野外等地，难被发现。这些弃婴中有近一半因为环境恶劣、动物侵袭等受到再次伤害，有的被发现时已经死亡。
安全岛及时对弃婴保护救治
2011年6月1日，石家庄市社会福利院设立的“婴儿安全岛”举行了落成仪式。
安全岛设立在福利院门门口不到5米的地方，小屋有着白色的屋顶、橘黄色的屋身。一块写有“婴儿安全岛”的黄底红字的LED嵌在屋顶和屋身之间，窗户和门上还贴着向日葵、气球、星星等卡通图案显得十分温暖。在窗户的下方有一条《供给儿童权利公约》标语：儿童享有生存权、自由权、受保护权和受教育权。
其实这个弃婴岛最多也就8平方米，在这个岛里有电灯、换气扇、空调，墙壁上还贴着“婴儿安全岛使用管理规定”和“婴儿安全岛巡查制度”，还有最关键的两样东西，保温箱和婴儿床。保温箱上贴有一些标签，用来指导家长如何使用，保温箱恒定温度为27摄氏度。“在冬天对于一些早产儿或者患有重大疾病的孩子来说，能起到非常好的保护作用。”
除此之外，还有一个被动红外入侵探测器，当有人向岛内置放婴儿时，这个装置会自动开启，延时报警，工作人员听到铃声会及时查看，尽快把弃婴转入福利院救治。
韩金红院长说，现在的这个安全岛是今年4月份刚更换的，他介绍，安全岛“一代”的报警铃是手动的，现在的则是自动的，直通福利院的保卫室。当它报警以后，福利院的工作人员会尽快把孩子转移。 石家庄市社会福利院业务科科长刘耀卿告诉本报记者，安全岛第一代的报警铃是手动的，但是它被按响的几率并不多，因为遗弃那些孩子的家长，担心他们按下报警铃以后会被人发现。但大多数弃婴的父母并没有按响报警铃，甚至慌忙中，还有人把孩子扔到安全岛和后墙之间的缝隙里。
弃婴岛并没有加重弃婴现象
在“婴儿安全岛”刚落成时，质疑声一直不断。最主要的反对意见是：设立“安全岛”相当于延长了福利院的服务半径，不仅风险大，还会增加工作负担。有质疑认为这样做会演变成为鼓励遗弃，助长弃婴现象会导致弃婴数量增加。
韩金红介绍说，以往遗弃在院门口以及附近的婴儿住院以后存活率很低，从11月份到次年3月份被遗弃的孩子很难救活。被发现的时候，大多数孩子都患有肺炎、高烧和外伤。
在“婴儿安全岛”目前接收的181个孩子中，死亡率明显降低，弃婴患病、残疾的数量锐减。它给弃婴提供了最大的保护，避免了二次伤害。患病弃婴得到了及时的救助，有了一个安全过渡。它的设立发挥了积极作用。
“弃婴现象是客观存在的，不会因为设置弃婴照料场所而加重。”韩金红说，与往年同期接收弃婴情况相比，弃婴数量没有因为安全岛的建立有所增加，也就是说安全岛的建立并没有助长弃婴现象。
与此相反，安全岛运行平稳，作为人性化，关心弃婴的新举措，被越来越多的人认同和接受。北京市一市民看到媒体报道后，曾连夜赶赴石家庄，捐出了一个月的工资，用于资助安全岛的建设。
石家庄各界也纷纷捐款捐物，支持安全岛的运行。离退休的老院长们、职工们更是专门赶往院里。认为是善举，全力支持。互联网上，现在再没有质疑、反对的声音，几乎清一色的赞同和赞赏。
孩子最好的归宿是社会家庭
韩金红说，“安全岛”自2011年6月1日设立起，截至今年11月底，共接受了181名弃婴，孩子们大多不满或刚满周岁，又多患有残疾或身患重病。目前不管是“安全岛”还是其他途径接收的，大部分都生活在福利院，“领养者都想领养一个身体健全的孩子”在韩金红看来也是可以理解的，“我们这儿的孩子被领养的不是很多。”
韩金红向《法制晚报》记者表示，他始终觉得，就算福利院建得再好，它也不是孩子终生的归宿，对于孩子来讲，家庭是他最好的归宿。
在国务院新闻办5日举行的新闻发布会上，民政部副部长窦玉沛就“弃婴岛”作出回应：设立弃婴岛，正是基于生命至上、儿童权益优先的原则为出发点，与中国未成年人保护法的立法精神是一致的，与刑法打击弃婴犯罪并行不悖。
民政部副部长的表态，更加坚定了韩金红的信心。他发现，安全岛运行到现在，还存在一些问题。
首先管理上，他认为还存在与公安系统协调不畅的情况。还有福利院现有的人力、物力、资金、车辆等，都无法满足安全岛的进一步推行和管理。
作为社会管理的一个新方式，还需要加强宣传，让公众认同，并在全社会提高保护“弃婴生命权”的意识。
韩金红认为，建立弃婴接收机制，让弃婴通过“婴儿安全岛”加以保护，能够及时送往医院，进行专业的抢救、治疗，使弃婴的生命健康更有保障。
在采访即将结束的时候，韩金红院长向《法制晚报》记者说，只要能留住或挽回更多的小生命，他付出再多辛劳也值得。只希望抬头看见的就是婴儿们一张张纯真幸福的笑脸。“一个安全岛不能从根本上解决弃婴问题，但它开启了解决弃婴问题的一扇窗，引起了全社会对弃婴问题的关注，希望全国有更多的婴儿安全岛设立，让更多遭父母遗弃的孩子得到尽可能多的保护”。
