据了解，领保中心今年处理的近4万宗各类领保案件中，有一半以上是由于中国公民自身原因造成的。而在不文明出游的案件中，过度维权行为数量最多。

外界注意到，中国国家旅游部门已经行动起来，把文明旅游的内容明确纳入旅游合同中。而黄屏司长则呼吁，文明出行绝不是政府一家可以包打天下，全社会都要积极参与。2012年，中国出境公民人数超过8300万人次，2013年这一数字可能突破9000万。而从1949年新中国成立到1979年改革开放前的30年间，中国出境总人数还不到30万。
作为从事了十几年领事工作的资深外交官，黄屏见证着中国人“走出去”的步伐越来越快，也对中国公民在海外遇到的一些小插曲所折射的文化差异深有感触。
