法制晚报讯 (记者 李洁) 备受关注的北京“控烟条例”计划明年提交市人大常委会审议，并力争于2014年年底通过审议。
上午，新一届市爱国卫生运动委员会第一次委员扩大会召开。记者从会上获悉，为加大控烟力度，卫生部门将加强控烟宣传，同时，加快《北京市控制吸烟条例》的制定进程，该条例力争在2014年年底通过审议。
目前市人大常委会已经通过了“控烟条例”的立项论证，且相关部门正在对条例的初稿进行进一步的完善。立法有望加大对违法吸烟的惩罚力度，加强控烟的管理，扩大禁烟范围。
记者注意到，“控烟条例”被提上立法日程至今已经经历了3年。2011年，市人大常委会将制定《北京市控制吸烟条例》列为立法预调研项目，并成立了项目领导机构和以应松年教授为首的立法专家组。
经过近一年的调研，专家组提出了《北京市控制吸烟条例(专家建议稿)》，并于2012年3月至4月公开征求意见，参与征求意见的网民中九成赞同进一步扩大控烟范围。
根据当时专家组提出的建议稿，“控烟条例”将大幅提高对违法吸烟的处罚力度，相比现行条例处罚10元的规定，建议稿的最高罚款是现行标准的20倍，提出“公民在禁烟场所吸烟且不听劝阻的，由市和区县爱卫会或相关管理部门责令立即改正，并处以50元以上200元以下罚款”。
此外，建议稿还扩大了现行的控烟范围。其中，提出“有顶儿”的室内公共场所全面禁烟，室内工作场所、公共交通工具内将全面禁烟。同时，学校、医院、体育场等场所的禁烟范围扩至室外区域。
不过，针对建议稿将做何种修改、有多少内容能被采纳，尚不得而知。据悉，“控烟条例”的初稿已有眉目，还在完善中。近期，相关部门还将组织专家对初稿进行讨论。
