　　习近平说，“你和特区政府认真贯彻稳中求变、民生为先的施政方针，着力解决经济社会发展中存在的突出问题，取得了初步成效。中央政府对你和特区政府的工作是充分肯定的。”

　　习近平表示，中共十八届三中全会对全面深化改革作出了总体部署，这是事关国家发展的重大战略部署。在这个过程中，内地将发挥市场在资源配置中的决定性作用，更好发挥政府作用，这有利于扩大对港澳台的开放合作，内地和香港的交流合作将更加深入，香港将赢得更多发展机遇和更大发展空间。

　　习近平指出，中央政府在2017年香港特别行政区行政长官普选问题上的立场是一贯的、明确的。希望香港社会各界人士按照基本法规定和全国人大常委会决定务实讨论、凝聚共识，为顺利实现行政长官普选打下基础。
